Job Summary
We are looking for a collaborative, customer-focused GIS Manager to lead this high-performing team! You'll be responsible for the overall technical project and program management of the City-wide geographic information system, including the continued modernization of processes, applications and infrastructure. You'll guide the strategic and technical direction for the development of Bellevue's GIS architecture and infrastructure, supervising a staff of 6 GIS professionals, management of enterprise GIS data assets, and ensuring integration with City business systems and standards. The IT Department consists of 65 talented employees serving over 1,700 staff in 13 departments across 35 different locations. The IT Department (ITD) supports the computers, applications, network, servers, communications, and services needed to support high quality City operations. As a full-service technology organization, ITD provides a wide range of services, including Network Systems and Security, Help Desk and Client Services, Application Development, Project Management, Technology Business Solutions, Geospatial Technology Services, and Graphics. In addition, Bellevue ITD provides technology and business services to the regional government non-profit eCityGov Alliance. Bellevue is currently ranked first from the Center for Digital Government in the Digital Cities survey. Essential Duties and Responsibilities

The GIS Manager is a member of ITD’s Management team and supervises staff while managing the daily operations of the GTS Team.   The person holding this position thrives on partnering with customers, achieving operational excellence, and supporting technology innovation. The successful candidate will have the following essential duties and responsibilities:

  • GIS Operations and Technology: Responsible for the implementation, maintenance, and security of the enterprise GIS infrastructure, including hardware, software, and data storage systems. Ensure data integrity, establish and enforce data standards and protocols for accurate and efficient GIS operations. Manage and streamline GIS workflows to optimize efficiency and user experience. Manage support of production enterprise systems, including desktop, web and mobile solutions, and spatial databases. Coordinate vendor procurements for GIS services and products including writing Requests for Proposals, selecting vendors, and managing contracts and budget.
  • Leadership and Strategic Planning: Develop and implement a strategic vision for Bellevue’s GIS program, aligning it with the Enterprise Technology Strategic Plan and organizational goals. Foster collaboration with department heads and stakeholders to identify and prioritize GIS needs across the organization. Build strong relationships with internal customers and partners to understand their specific challenges and opportunities where GIS can provide solutions.
  • Team Management and Supervision: Assign, coordinate, and review the work of full-time and variable staff. Recruit, mentor, professionally develop, train, and conduct performance evaluations of GTS staff. Ability to lead a team of GIS professionals and build innovative solutions that showcase thought-leadership and creativity. Direct the team in establishing service delivery standards, process improvements, and ensures adherence by the Team and effectively uses performance measures to continually improve the service line. Supervise and mentor GIS team while focusing on performance evaluation, training, and professional development to foster career growth and job satisfaction. Create individual development plans for each team member to align their personal growth with departmental goals.
  • Project Management and Delivery: Ensure enterprise-wide GIS projects are properly defined, resourced, and are managed according to department PM standards and processes. Develop project plans, scope documents, and timelines for GIS initiatives. Track project progress and address any potential challenges or roadblocks.
  • Communications & Outreach: Actively participate in the GIS community and encourages staff to participate and expand their skills. Advocate and champion for GIS and spatial technology with stakeholders and customers. Develop partnerships with City and regional customers and peers to proactively plan projects, establish priorities, manage expectations, and resolve issues. Foster a collaborative environment and ensure effective communication within the team and with external stakeholders.

Qualifications

Knowledge, Skills, and Abilities 
The GIS Manager works under the guidance of the Chief Operating Officer and partners closely with customers, the Chief Technology Officer, Chief Information Officer, and the ITD Management team.  ITD is looking for a systems thinker with an eye for continuous improvement and excellent communications and leadership skills.

  • Demonstrable experience developing high-performing technical teams with a strong bias for action.
  • Passion for mentoring, coaching and helping staff with professional development. 
  • Skilled at being a unifying influence to manage conflict and showing a high level of respect for all team members.
  • Proven experience managing complex enterprise projects using project management methodologies. Skilled in procurement, contracting and management of vendors.
  • Proven experience conducting research, analyzing IT problems, managing projects, and developing procedures.
  • Passionate about learning new technologies and creating innovative solutions.
  • Technical knowledge and experience with ESRI suite, including ArcGIS Desktop, ArcGIS Hub, Arc GIS Portal, ArcGIS Pro, ArcGIS Online, ArcGIS Web, and other third-party apps that work with ESRI software.
  • Strong knowledge of GIS web and mobile solutions in a production enterprise environment.
  • Knowledge and experience with relational database design and management, data manipulation, cartography and spatial analysis.
  • Strong commitment to the City's core values of exceptional public service, innovation, integrity, commitment to employees, and stewardship.
  • A GISP Certificate is desired but not required. 
  • Strong business acumen, including the ability to align IT initiatives with business goals and objectives.
  • Ability to develop and implement innovative IT strategies that drive business value.
  • Ability to influence and persuade executive stakeholders on IT-related matters.
  • Comprehensive understanding of information technology principles, systems, and services.
  • Knowledge of business process analysis and optimization techniques.
  • Awareness of the latest GIS trends and advancements.
  • Excellent relationship management skills to foster robust relationships with customers.
  • Effective communication skills, both written and verbal, for various audiences.
  • Capacity to handle multiple tasks and projects simultaneously and prioritize accordingly.

Education, Experience, and Other Requirements

  • Minimum of 8 years of a combination of relevant experience and education.
  • A Bachelor's degree or higher in GIS, Geography, Engineering, Earth Science or related field from an accredited college or university
  • An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered. 
    Driver’s license may be required.
