GIS Engineering Technician

Job Summary
The GIS Engineering Technician is responsible for creating, editing, and maintaining high-level Geographic Information systems (GIS) data, running analysis and reports, designing visually appealing maps, and responding to citizen concerns regarding GIS matters. This includes inputting geographic data from a variety of sources and producing high quality outputs as needed or assigned and performing quality control checks on various GIS data layers.

Essential Functions

  • Updates and maintains a variety of Public Works GIS data utilizing the most appropriate ESRI ArcGIS software and tools available to produce high-quality results. This includes, but is not limited to, interpreting information from new subdivision plats, ordinances, and as-built civil engineering plans and/or CAD files. Examples of Public Works data are parcels, subdivisions, and utility data (Water, Wastewater and Storm). 
  • Performs quality control on GIS data to ensure quality assurance in new or revised data and ensures changes adhere to organizational standards. 
  • Collects field data using Global Positioning System (GPS) units and ArcGIS field/mobile applications.  
  • Uses advanced tools available in ArcGIS Pro to conduct data analyses, prepare documents, and generate reports.
  • Generates accurate, customized, and visually appealing maps using basic principles of cartographic design for internal and external use. 
  • Manages tasks and projects as assigned; assists with development and maintenance of web applications using ArcGIS Online and configuring apps for field collection efforts; assists with automating GIS processes and tasks through models and programming where needed.
  • Assists with interfacing with the general public on requests for Public Works data and information and interfacing with outside agencies to obtain latest information (i.e. DFW Airport, North Central Council of Governments (NCTCOG), Texas 811, Texas Department of Transportation (TxDOT), U.S. Army Corps of Engineers (USACE)).
  • Develops and maintains proficiency and expertise in the latest GIS industry developments and serves as a subject matter expert to individuals with little to no background in GIS.  
  • Performs additional related duties as directed when such duties are a logical and appropriate assignment to the position.
  • Regular and timely attendance are required for this position.
  • Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

SKILLS, KNOWLEDGE AND ABILITIES 

  • Knowledge of ArcGIS software and tools, including ArcGIS Online.
  • Knowledge of Geographic Information System concepts, design methods, procedures, techniques and methodology.
  • Knowledge of cartographic concepts and standards.
  • Knowledge of current versions of Microsoft Office products: Outlook, Word, Excel, Teams, SharePoint, etc.
  • Ability to read, understand and work from plats, deeds, legal descriptions and civil engineering drawings is essential.
  • Ability to edit spatial and tabular data, run geoprocessing tools, and design maps with ArcGIS Pro and ArcGIS Desktop applications.
  • Ability to manage multiple projects, assignments, and duties.
  • Ability to follow both written and verbal instructions.
  • Ability to exercise judgement, decisiveness, and creativity in situations involving evaluation of data and information against measurable or verifiable criteria. 
  • Skills in SQL and basic programming.
  • Skills in operating and properly utilizing a variety of office equipment including plotter, computers and peripheral equipment. 
  • Must maintain a current knowledge of GIS procedures. 
  • Must establish and maintain cooperative working relationships; communicate clearly and concisely, both orally and inwriting. 
  • Must be a self-motivated, team-oriented individual with good time management skills and a desire to complete high quality work.

EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS 

  • Must have an Associate’s degree or higher in civil engineering, GIS, or related field. 
  • Must have a minimum of 12 hours in coursework specific to ArcGIS software or GIS certification from an accredited university or community college and 3 months experience of basic GIS data editing and cartographic design. 
  • Must pass a Federal/National criminal background check. Must have a valid Texas driver's license with an acceptable driving record as defined by City policy.
  • Must pass a pre-employment drug screen.

Safety equipment such as gloves, goggles, hard hats, safety vests, steel-toe boots, back support belts, and seat belts are provided and must be worn as required by department procedures and good safety practices.

While performing the essential functions of this job the employee is regularly required to perform light to medium work that involves walking or standing, use the computer keyboard and mouse, use hands to finger, handle, or feel, reach with hands and arms, talk and hear, stand, walk, and stoop, or crouch.  This position requires occasionally lifting and/or moving up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  This job requires the ability to work in an office environment where the noise level is usually moderate.
