Hiring Range: $66,497.60-$87,622.08/Year. It is anticipated that the hiring rate offered will be +/- the midpoint range depending on qualifications.
Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional with a strong background in geospatial development and programming to assist with GIS advancement and the long-term strategic mission of the PCCA. The qualified individual will join a team of professionals dedicated to leading and expanding PCCA’s geospatial footprint through scalable, high-quality solutions for internal and external stakeholders.
ESSENTIAL FUNCTION:
- Designs, develops, and maintains high-quality, reusable, and reliable applications, scripts, and tools using programing languages (JavaScript, Python, SQL, and others)
- Assist in designing and implementing geospatial databases, ensuring data integrity and performance optimization
- Assist in the creation and customization of interactive web mapping applications using ArcGIS applications (Experience Builder, Survey123, Field Maps, etc.)
- Automates and performs Export, Transform, Load (ETL) processes
- Supports integration of GIS data with third-party APIs and external datasets
- Collaborates with internal and external developers, designers, and product owners on integration of broader systems with GIS solutions
- Participates and assist with full software development lifecycle, including requirements gathering, design, implementation, testing, deployment and maintenance
- Contributes to the development of procedures documenting GIS workflows, code and processes
- Reviews, analyzes, and provides constructive feedback on coding to other developers
- Troubleshoots, improves and debugs existing coding, customization, and integrations
- Participates in project scoping and strategic planning
CANDIDATE PROFILE
The preferred candidate for this position should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of the PCCA. They must possess the following:
EDUCATION & CREDENTIALS
- Bachelor’s degree in computer science, GIS or related field.
- Additional education and/or experience may be considered as a substitution for the minimum qualification requirements
- Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during the course of employment
- Good driving record with valid driver’s license
EXPERIENCE & JOB KNOWLEDGE
- Minimum 2 years of professional experience with demonstrated GIS development skills
- Proficiency in programming languages such as Python, SQL, and JavaScript for GIS Applications
- Familiarity with ETL process using software like FME
- Experience with GIS Software, specifically ArcGIS Pro
- Proficiency with spatial databases
- Experience with front-end frameworks for web GIS applications such as ArcGIS API for JavaScript
- Experience with desktop frameworks for GIS applications such as ArcPy and ArcGIS Pro SDK.
- Knowledge of geospatial data formats and coordinate systems
- Experience with server or cloud-based GIS Platforms (ArcGIS Enterprise, ArcGIS Online)
- Exposure to version control systems (Git) and agile development methodologies
- Understanding of geospatial analysis techniques, such as spatial analysis or geoprocessing
- Knowledge of open-source GIS tools or libraries

- Proficiency in MS Office, including Word and Excel, Outlook and other related applications
- Ability to understand, interpret, and apply all PCCA policies, promotes and adheres to the SEAPORT values, state/federal laws
- Maintain good employee relations and encourages and fosters a helpful environment where teamwork prevails. Assists senior management and office staff where appropriate
ESSENTIAL PHYSICAL JOB FUNCTIONS
- Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
- Ability to work in a general office environment, with some exposure to the elements when visiting worksites
- Ability to operate light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
