Summary

The purpose of this class within the organization is to provide Geographic Information System (GIS) support functions including planned and emergency maintenance of GIS databases and implementation of new products and procedures; analyze emerging technology and make recommendations for increased network/system services and capabilities; assist with support of other software and systems using GIS technology.

Essential Functions
Essential Functions:
 
  • Maintains GIS enterprise databases.
  • Installs and maintains GIS software including operating systems, databases, servers, and applications.
  • Supports multiple networks and client/server applications and software packages.
  • Designs optimal end-user solutions for justified automation requirements using best practices for client server technology.
  • Coordinates with Information Technology personnel, including End User Support,, Systems, and Applications Programming in the use and maintenance of GIS systems, software, and data.
 Additional Duties:
  • Performs related work as assigned.
Qualifications
Requires a Bachelor's Degree in geography, GIS, MIS, or a related field, plus three years of GIS related experience, or any combination of relevant education and experience.

Knowledge and Abilities

Knowledge of:

  • Advanced knowledge of Geographic Information Systems (GIS) software and relational databases and mapping and cartographic principles;
  • Working knowledge of Oracle, SQL, ESRI ArcGIS, Python, Arcade,FME, MS Office, including Access, particularly involving integrations with other systems;
  • Knowledge of Esri Versioned Workflows, ArcGIS Online, Esri Web Developer, ArcFM, and other GIS related programming languages is a plus;
  • Data conversion and migration concepts and procedures;
  • Experience with municipal government generally and/or governmental utility systems is welcome, but not required

Ability to:

  • Plan, design, implement, configure, administer, operate and maintain a Geographic Information System (GIS) for a municipal government, including water, wastewater and stormwater utilities;
  • Analyze complex technical data and deliver solutions within given deadlines;
  • Provide technical leadership in the development and maintenance of electric utility GIS data models, data standards and systems integration;
  • Develop, implement and enforce QA/QC procedures;
  • Import and export data to and from a GIS;
  • Communicate effectively orally and in writing.

Physical Requirements: 

  • Continuously lift and carry up to 10 pounds, and occasionally lift and carry up to 25 pounds;
  • Ability to occasionally report at non-standard hours and under extreme weather conditions for emergency response;
  • Frequently stand and walk during the shift;
  • Occasionally climb stairs and other inclined surfaces;
  • Occasionally bend and kneel during the shift;
  • Frequently flex upper trunk forward at the waist and partially at the knees;
  • Push and pull objects;
  • Occasionally rotate upper trunk to the left or right while sitting or standing. • Place arms above, at, or below shoulder height.
