GIS Data Analyst

SUMMARY:

MTS relies heavily on performance metrics and geographic information systems (GIS) when developing and evaluating transportation services in the San Diego region. A vast amount of data is generated by various sources, including on-board transit management systems, fare collection databases, transportation software applications, and communications equipment.

This position will be primarily responsible for mapping, data analysis, and performance evaluation using GIS software. Additionally, this position assists with the accurate collection of data from multiple sources, managing our data set, report development, and troubleshooting data issues. The GIS Data Analyst will work closely with internal departments including Information Technology, Bus and Rail Operations, Finance and Marketing. This position is also responsible for the accurate mapping, analysis, and reporting of data to outside entities including other government agencies, auditors, and community organizations.

EXAMPLES OF DUTIES:

Geographic Information Systems (GIS)

  • Maps data, services, performance, and facilities using manual placement and integration of data and mapping layers from other sources.
  • Analyses service, demographic, and project data using GIS.
  • Produces reports with GIS data and analyses results.

Data Administration

  • Works with management to prioritize business and information needs.
  • Supports the enterprise data warehouse in identifying improvements.
  • Works with the Information Technology Department to provide quality assurance of imported data.
  • Assists with development of specifications for new data-generating systems.
  • Evaluates changes and updates to data production sources.
  • Filters and "cleans" data by reviewing reports and performance indicators to identify source data problems.
  • Identifies, analyzes and interprets trends or patterns in complex data sets.
  • Administers validation requirements of data collection systems.

Data Reporting

  • Assists with managing and designing the reporting environment.
  • Generates reports from single or multiple systems.
  • Collects and reports on data for internal and external purposes, including, but not limited to:
  • Annual and monthly National Transit Database reporting.
  • Annual and quarterly Performance Monitoring Reports.
  • Federal, local and state audits.
  • Periodic reports to the Board and executive management.

QUALIFICATIONS:

Knowledge, Skills and Abilities
Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire; ability to learn metrics and data points specific to the transit industry and MTS; ability to analyze existing tools and databases and provide software solution recommendations; strong analytical skills with the ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy; adept at queries, report writing and presenting findings; critical thinking skills to review numbers, trends and data in order to draw conclusions.

Physical Requirements
The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed primarily in an office type environment and may require travel to external locations and agencies.

Experience/Education/Certificates/License(s)
Possess a bachelor's degree from an accredited college or university in GIS, math, statistics, information systems, computer science or another related field. Working experience as a GIS technician or data analyst. Knowledge of and experience with ArcGIS Pro and ArcGIS Enterprise is required. Knowledge of databases and/or SQL programming is a plus. Must possess and maintain a valid California driver's license.

GENERAL:
Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.

SALARY GRADE:
7 ($50,383 - $99,162)

* Anticipated Range is typically mid-range and DOQ
