Job Description 

The State of Ohio's Medicaid Division (MCD) is seeking a GIS Data Analyst / Administrator to provide geographic analysis support. The ideal candidate will have 5–7 years of experience in Geographic Information System (GIS) Analysis and a strong foundation in ArcGIS, Python scripting, and data analytics. 

This role supports the Clinical Analytics and DGA teams by delivering actionable spatial data insights and training internal analysts on GIS tools and methods. Work is primarily remote, but Columbus-based candidates may be asked to work onsite 1 day/week.  

Key Responsibilities: 
  • Collaborate with business SMEs to understand and define GIS analysis needs.
  • Integrate ArcGIS geospatial shape files into Tableau visualizations.
  • Develop geospatial files/maps for census tract and behavioral health analysis.
  • Conduct complex geospatial analysis in coordination with clinical analytics teams.
  • Calculate and verify time/distance metrics for SPBM and Managed Care programs.
  • Perform quality assurance on GIS outputs and recommend improvements.
  • Provide technical training on basic mapping and GIS system performance.
  • Document workflows, QA processes, and user guides.
  • Coordinate with IT staff for access and integration issues.

 
Required Skills:
  • 6+ years of data analysis using tools such as Excel, Python, and R
  • 6+ years of hands-on ArcGIS development (including mapping, automation, and advanced mechanics)
  • Experience with Network Analyst Tool in ArcGIS for calculating distances and routing
  • 4+ years experience identifying and addressing data anomalies
  • Proficiency with Python scripting in ArcGIS to automate spatial analyses
  • Excellent written and verbal communication (using STAR method where applicable)
  • Strong organizational skills and ability to work independently
  • Ability to provide technical training and support to internal teams
Preferred Skills:
  • Teaching or mentoring experience in ArcGIS
  • Experience with healthcare data, especially involving census tract/block-level analysis
  • Advanced SQL knowledge
  • Familiarity with Big Data tools (Hadoop, Hue, Impala)
  • Experience staying current with geospatial analysis trends and best practices
  • Strong leadership, problem-solving, and documentation skills
 

This is a remote position.

Compensation: $38.00 per hour
