The GIS Coordinator position uses the ESRI Suite of Geographic Information System (GIS) software and programs including, but not limited to ArcGIS Pro, ArcGIS for Desktop (ArcMap), ArcGIS Online, and related mobile and web applications to further the mapping and data management goals of the Public Works Department. The GIS Coordinator position conducts research and collects field data necessary to document, verify, update, maintain, review, and analyze Public Works infrastructure databases, assets, systems, facilities, and operational conditions including recurring preventative maintenance (RPM) of same assets, systems, facilities, and operations.

 

The GIS Coordinator position requires thorough knowledge, skills, and abilities of various requirements, standards, and practices including, but not limited to, the following:

  • Knowledge of the ESRI Suite of GIS software, programs, and platforms:
  • Knowledge of utility locating standards, principles, practices, laws, and regulations including the VA811 system;
  • Knowledge of MS Office software and;
  • Knowledge of municipal utility and infrastructure systems.

 

The Streets/Traffic Superintendent’s minimum performance expectations include, but are not limited to, the following functions/tasks:

 

  • Produces, maintains, updates, evaluates, and analyzes data and records for operational, construction, and maintenance/repair activities;
  • Reviews and evaluates system conditions and requirements to help identify, determine, design, specify, and bid future system projects, upgrades, and RPM program activities;
  • Reads and reviews maps, drawings, blueprints, records, deeds, easements, plats, and site plans and utilizes them in GIS mapping and databases;
  • Performs routine data entry and updates to spatial and tabular GIS databases to ensure data accuracy and completeness;
  • Supports quality assurance and quality control processes by reviewing GIS layers, resolving differences, discrepancies, and issues, and making revisions and corrections to geometry, topology, and attribute errors;
  • Works closely with Public Works Superintendents, Crew Supervisors, and Utility Locator, to collect and/or verify infrastructure data and mapping;
  • Works closely with Information Technology (IT) Department and GIS Manager for technical and informational needs and assistance;
  • Works closely with Utilities Superintendent and City Engineer to provide guidance for work assignments and to address operational needs;
  • Provides excellent customer service and maintains a positive attitude in all interactions with the public, citizens, customers, city staff, and other stakeholders;
  • Works with customers, contractors, and developers to ensure the quality and timeliness of all work activities and requirements;
  • Performs administrative functions including assisting in report preparation, cost estimating, budget preparation, inventory, and purchasing of materials;
  • Performs on-call duties for after-hour emergencies, as needed;
  • Assists Public Works staff as needed and as directed/approved by Utilities Superintendent;
  • Attends safety and training meetings as required and;
  • Performs related tasks as required or assigned.

 

The GIS Coodinator position requires minimum of high school diploma or equivalent and two (2) to five (5) years of practical and applied experience or related coursework with GIS, AutoCAD, mapping, or computer science. Associates Degree or Bachelor’s Degree in mathematics, engineering, geographic information systems, cartography, computer science or related degree from accredited college or university is preferred. Experience with MS Office software and ESRI ArcGIS software is preferred. Experience in the design, construction, or operations of public utility systems, infrastructure, and facilities is preferred.

 

Criminal background check and pre-employment physical and drug screening required. Position requires valid Virginia driver’s license, good driving record in accordance with city standards. Position is subject to annual driving record review. Position requires ability to work irregular schedules on an as needed basis, including nights, weekends, and holidays, as needed. Position is subject to on-call/call back status.

Hiring Range:        Hiring Range: $25.66 to $32.00/hour DOQ/DOE

Start Date:           On or around late October 2025
