DescriptionThe City of Oakdale is seeking a skilled and detail-oriented GIS Coordinator who is committed to public service and guided by our Core Values of Respect, Accountability, Excellence, Resilience, and Integrity. Under general supervision, this position partners with staff across the organization to maintain accurate GIS maps, integrate GPS and field-collected data, and develop internal and public-facing GIS tools that support informed decision-making.
The GIS Coordinator plays a vital role in ensuring the accuracy of utility and infrastructure data, supporting engineering and field operations, and strengthening Oakdale’s asset management systems. The essential functions of the position include, but are not limited to the following:
- Work collaboratively with other staff to provide excellent and responsive public service
- Work with other agency resources, Washington County, and Met Council to integrate data avoid duplication and to leverage available data sets
- Coordinate database/maps from other agencies and integrate them into the City’s GIS System
- Maintain and update GIS data layers representing utility infrastructure; collect and maintain accurate and consistent data for all mapped utility assets, like pipes, valves, meters, streets, signs, lighting signals, etc.
- Assist in the integration of GIS data with utility asset management and AMR (automated meter reading) systems
- Create custom maps and spatial reports for City needs
- Ensure GIS mapping is accurate, consistent, and aligned with CAD and asset management data
- Coordinate and process GPS or UAV (drone) survey data from internal teams and external consultants
- Translate GPS and UAV data into usable formats for GIS and CAD systems
- Provide maps, plans, and digital tools to support engineering, construction, and maintenance crews.
- Offer basic GIS and CAD support and training to field and office staff as needed
- Work closely with consultants to manage drawing and data submittals
- Familiar with software, geography (including experience using Google Earth and KMZ files), SQL databases, scripting, Python, JavaScript, SOAP, REST, and ESRI ArcGIS
- Develop, maintain, and improve internal and public-facing GIS web maps and applications using available technology and tools
- Perform complex data analysis using ArcGIS and extensions to solve complex spatial and relational problems
- Conduct research and development and may serve as project lead on new GIS related projects
- Strong organization and communication skills for working with field staff, consultants, and other stakeholders
- Maintain prompt, predictable, and regular physical attendance
- Ability to take direction and work well with others
- Ability to communicate clearly and professionally in writing and verbally
- Must be able to react to change productively and handle other tasks as assigned
- Ability to follow written and verbal instructions
- Demonstrate ability to work independently and collaboratively; meet job expectations and comply with City policies and procedures

To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.
Education
- Bachelor’s degree in Geography, GIS, Computer Drafting, Planning, or other closely related field
Experience
- Two (2) years’ experience with GIS software, SQL databases, GPS data collection, and imagery handling
- Basic experience with CAD drafting
Trainings, Certificates, and Licenses
- Valid driver's license with Minnesota driving privileges

Education
- Bachelor’s degree in Geography, GIS, Planning, or other closely related field
Experience
- Five (5) years’ experience with GIS
- Experience working with utility datasets (water, wastewater)
- Experience with engineering drawings, surveys, or interpreting field notes
- Experience with SQL database, asset management systems, or AMR/AMI integrations
