General Position Summary

The starting pay range for this position is $29.71 to $32.79 per hour, based on experience. 

This position may remain open until filled or until receipt of sufficient number of applications. 

This position performs technical duties in support of the department’s computer aided design and GIS mapping activities.

Examples of Responsibilities
  • Provides assistance to the general public in regard to property information, the status of city projects, and service requests.
  • Tracks status of right-of-way acquisitions for major street projects and submits letters and other necessary materials to the Alabama Department of Transportation regarding that status.
  • Provides mapping support to the departments within the city by providing specialty maps and map books.
  • Distributes maps to private engineers, surveyors, and members of the general public.
  • Works with the City Engineer to implement the City’s traffic calming program. Installs radar signs to be used in traffic calming efforts. Downloads, processes, and enters data from the signs.
  • Builds and maintains the base mapping for the City and gives approval for names submitted to Madison County and the City of Huntsville.
  • Assists in obtaining pertinent information needed for City projects.
  • Gives support to the Planning Commission and the City Council by providing and displaying digital maps and proposed developments at meetings.
  • Maintains address database and distributes addresses to the correct entities when new addresses are assigned. Assigns addresses to subdivisions and individual lots as needed.
  • Participates in the technical review process for submitted subdivision plats and plans and site plans. 
  • Builds and updates a subdivision history spreadsheet for each subdivision to be built within the city limits.
  • Performs city-wide traffic counts on major streets. Conducts turning movement counts at intersections where traffic signals are being designed.
  • Coordinates mapping efforts with other entities.
  • Generates topography from topographical surveys for design of City projects. Draws striping plans using aerial photography for street improvement projects.
  • Scans approved and signed subdivision and site plans for digital storage.
  • Implements a geographic information system from city-wide base maps.
  • Completes and submits required Alabama Department of Environmental Management and Army Corps of Engineer permits for City projects when necessary.
  • Gathers information and works with outside consultants to complete the ADEM National Pollutant Discharge Elimination System and Municipal Separate Storm Sewer System permits and reports.
  • Gathers subdivision and annexation asset information for annual audits.

Job Conditions:

  • Normal office working conditions plus working outside in various weather conditions.
  • Must be able to work occasional overtime and weekends and at times with little or no notice.

Secondary Functions:

  • Maintains a traffic accident map to assist police, engineering and public works in determining areas that require public safety modifications.
  • Performs other related duties as required. 
Minimal Qualifications

Education and/or Experience:

  • Bachelor’s degree in an engineering field or any related field required.
  • Ten (10) years of experience highly preferred in Civil Engineering design, inspection, geotechnical or materials testing, surveying, digital mapping or construction. Preferably some experience in each category.

Additional Requirements:

  • Strong background record required due to accessibility to city property and interaction with public.
  • Must maintain a strong driving record for city insurance purposes and record may be periodically checked by the city.



Supplemental Information

Knowledge, Skills, and Abilities:

  • Knowledge of professionally accepted techniques of road building and utility construction. 
  • Knowledge of engineering terminology, symbols and terminology used in engineering drawings.
  • Knowledge of government survey section maps.
  • Knowledge of basic surveying.
  • Knowledge and skills of AUTOCAD and Terrain Modeling Software.
  • Knowledge of Geographic Information Systems (GIS) and Geographic Positioning Systems (GPS).
  • Skill in project management, planning, organization and prioritization.
  • Skill in inspecting all aspects of civil and site development improvements.
  • Ability to read, interpret and prepare construction drawings, plans and specifications for civil/site development projects.

Physical Capabilities:

  • This position’s physical requirements involve light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  
  • Work is typically performed while sitting at a desk or table.
  • The employee occasionally lifts light and heavy objects.
