Job Summary

The GIS Coordinator is responsible for managing spatial and non-spatial data/information relevant to particular studies or analysis that provide technical assistance in the activities of utility locations, demographics, zoni ng, annexations, public safety and other planning activities. This position requires knowledge of proper GIS best practices with a high level of confidentiality and problem-solving skills. Manages and prepares various data for the GIS system. Provides assistance and coordination of mapping, graphic illustrations, and related report preparation for the City.

Salary range depends on qualifications.

Examples of Duties

Essential Duties and Functions

  • Follows and promotes policy and procedures of the City of Winder.
  • Informs and advises the Mayor/City Council through the City Administrator on all department issues affecting the City; provides advice, support, and information to other departments.
  • Responsible for purchases and budget preparation for the GIS department.
  • Reviews expenditures; as well as monitors monthly departmental expenditures; ensures all documents are submitted to the finance department according to timelines and procedures established.
  • Reviews invoices and supporting documentation for proper authorization and conformance of requirements.
  • Designs, develops, and maintains GIS production schedules; monitors project status to ensure timely completion of assignments.
  • Manages GIS data layers through data base management.
  • Organizes, creates, manipulates, enters, and retrieves GIS data for reporting, analysis, and presentation purposes.
  • Maintains the GIS database portal and distributes data to City Departments.
  • Oversees data capturing, converting, and editing of GIS data.
  • Prepares maps based on GIS data collected.
  • Serves as the project manager for all mapping and GIS data.
  • Performs a variety of record keeping duties.
  • Performs GIS analysis, queries, searches, and data manipulation.
  • Participates in a wide variety of special projects as they relate to GIS applications, coordinates GIS activities between the City and external customers.
  • Prepares monthly reports for departmental updates.
  • Implements department goals, objectives, policies, procedures, and priorities.
  • Measures distances, directions and depths of a particular area or structure.
  • Locates, collects, and records, via GPS, utility infrastructure and other features as assigned.
  • Coordinates and assists in the development, maintenance, and distribution of maps, files, layers, databases, and drawings in support of various City Departments.
  • Uses GPS equipment to collect point data for various City utilities, including fire hydrants, water valves, water lines, sewer lines, manholes, inlets, utility infrastructures and other features as assigned.
  • Communicates with engineers, contractors, developers, surveyors, planners, real estate representatives, local officials, utilities, general public, and others to answer questions about departmental operations and/or procedures.
  • Ensures that department property is inspected and needed repairs are identified and repaired.
  • Observes safe-working practices, including maintaining storage areas in a safe condition; corrects and/or reports any safety or fire hazards.
  • Attends meetings as requested.
  • Responds to supervisors, coworkers, and customers in a timely and professional manner.
  • Coordinates the preparation of annual reports for compliance with GDOT, Census and other governmental agencies.
  • Oversees the implementation of training and safety programs for assigned employees.
  • Coordinates work assignments, projects, and programs; monitors workflow; and reviews and evaluates work products, methods and procedures.
  • Performs other related duties as assigned.
Typical Qualifications

Knowledge, Skills, and Ability

  • Knowledge of equipment operation and safety measures.
  • Knowledge of GIS workstation hardware, software, and operations.
  • Knowledge of advanced mathematics to manipulate computer software programs in the creation of maps.
  • Knowledge of database management, database design and systems management.
  • Knowledge and ability to work with a pipe horn, metal detector, and/or other locating equipment.
  • Knowledge of GPS Platforms, including Trimble and ArcMap.
  • Knowledge of how to read general construction specifications and blueprints.
  • Ability to proficiently use of ArcGIS, ArcSDE, and ArcGIS Server.
  • Ability to research and interpret land record data, legal descriptions, ground and underground infrastructure data, aerial imagery, and related GIS renderings.
  • Ability to read legal descriptions, deeds, plat books, maps, and software procedures manuals.
  • Ability to review and analyze aerial photographs and translate them to geographic maps.
  • Ability to interpret maps, manuals, specifications, and diagrams.
  • Ability to perform a full range of general clerical and routine administrative and programmatic work.
  • Ability to prepare correspondence and memoranda.
  • Ability to proof documents for accuracy and completeness.
  • Ability to read and understand complex written materials, including state, federal and local laws, regulations, legal statutes, ordinances, case law, legal documents, and professional publications.
  • Ability to use standard City software as intended.
  • Ability to prepare and post agendas in accordance with specified timeframes.
  • Ability to operate a variety of office equipment (i.e., phones, fax, printers, computer, etc.).
  • Ability to type with speed and accuracy.
  • Ability to complete projects within designated timeframes.
  • Ability to take accurate notes during meetings.
  • Ability to retrieve documents from filing system.
  • Ability to prepare and review financial documents.
  • Ability to prepare and review contracts.
  • Ability to plan and conduct effective and informative public meetings.

Licenses and Certifications Required

  • Valid Georgia Driver’s License.
  • Obtain annual training for GPS/satellite information updates.
  • Obtain annual ESRI ArcGIS training

Qualifications

  • Bachelor’s degree in Geography, GIS, Computer Science, Planning, Environmental Science, Engineering, or a related field.
  • Five (5) years of general or specialized professional working experience in GIS techniques and methodologies.
  • Experience in utilizing Geographic Position System (GPS) technology, coordinate systems to develop spatial models and maps.
  • No felony convictions within the prior ten (10) years.
  • A citizen of the United States or has obtained legal work status.
  • Must meet City’s psychological and background requirements.
  • Must be able to pass a credit check.
  • Work evenings, weekends and/or holidays as required.

Competencies

This position will be evaluated annually based on job performance and other criteria established through policy.

Substance Abuse Testing
