THE POSITION
The State of Connecticut’s Office of Policy and Management (OPM) is currently seeking a qualified individual for the position of GIS Coordinator (Associate Research Analyst) in their Data and Policy Analytics Division (DAPA).

DISCOVER THE OPPORTUNITY TO
  • Manage the acquisition of imagery, elevation, and hydrography data along with all associated derivative products that provide systemic and foundational insights for all.
  • Develop and maintain geospatial data and associated analyses for the purposes of supporting all levels of government through the CT Geodata Portal and other means.
  • Collaborate with stakeholders to educate and develop awareness on the use of geospatial technologies.
ABOUT US
At OPM, we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.
 
DAPA was established to serve as a resource for data analysis and data-related projects at the Office of Policy and Management. The DAPA division directs and manages activities related to the collection, analysis, sharing, coordination and dissemination of data and is responsible for the development and implementation of the State Data Plan, the Open Data Portal, administration of P20 WIN, the State’s integrated data system and development of the State’s GIS Office for geospatial data. The use of data across agencies facilitates a system-wide perspective and is a critical component of Governor Lamont’s statewide performance and results agenda to implement a data-driven and informed policy agenda in state government that is user-friendly, cost-effective, data-informed, and results-driven.
 
The GIS Coordinator will be based in the GIS Office within the Data and Policy Analytics group of OPM and will also be expected to work with other state agencies on GIS-related projects. The GIS Office is responsible for coordinating the collection, compilation, and dissemination of GIS data across the state, setting up and maintaining a geospatial data clearinghouse, administering a statewide imagery and lidar program, broadband mapping, performing technical data processing to aggregate and organize datasets, and supporting other agencies with their GIS-related project needs.
 
The Coordinator will have a supporting role in furthering GIS Office priorities related to the way GIS and geospatial data is used throughout the state. The Coordinator will learn the primary data sources and systems at agencies and for GIS data across the state, and will be trained on the privacy, security, and confidentiality considerations for state administrative data.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES
  • Manage the acquisition of imagery, elevation, and hydrography data along with all associated derivative products that provide systemic and foundational insights for all  stakeholders,
  • Develop and produce technical and policy reports and analyses for agency officials, members of the legislature, and the public, as needed, 
  • Provide training and outreach on the use of such information to all stakeholders,
  • Participate in stakeholder engagement and coordination as pertaining to supporting state’s use and dissemination of geospatial data and development and implementation of the state GIS strategic plan,
  • Design and manage data collection forms and procedures for reporting from state agencies, political subdivisions (regional and local), and third parties (including the public), including secure transfer of data, 
  • Perform advanced technical data processing to aggregate and organize existing data sets and create new data sets,
  • Develop procedures and tools for storage of and access to mapping data, including maintaining confidentiality of data pursuant to state requirements, and 
  • Perform other duties as required.
KNOWLEDGE, SKILL AND ABILITY
  • Considerable knowledge of
    • research methods and techniques;
    • principles, concepts and methods of statistical analysis;
  • Knowledge of agency related policies and procedures as related to research;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
  • College training or a master's degree in a discipline related to data science, information technology, or geographic information systems;
  • Experience working with the principles, practices, terminology, and trends in geographic information systems, spatial data, analysis, and related technology; 
  • Experience working with imagery, elevation, or hydrography data;
  • Experience with one or more professional GIS applications, such as ArcGIS, QGIS, etc.;
  • Experience with ETL processes, data science, and scripting and query languages (SQL, Python, R, JavaScript) in relation to large datasets
  • Experience with GIS project management, including timeline planning, documentation, personnel and technical resources, stakeholder engagement, QA/QC, vendor management, and the preparation of deliverables;
  • Experience conducting requirements gathering, interpret needs, and design solutions, and manage expectations;
  • Experience with data discovery, dissemination, and conditioning (i.e. spatializing non-spatial data, schema transformations, error correction, etc.);
  • Experience coordinating the collection, compilation, and dissemination of data across multiple constituencies;
  • Experience managing public access to data;
  • Experience working with state, regional, and municipal government, industry or business, and economic development professionals; 
  • Experience explaining complex, technical subject matter to a diverse set of stakeholders; 
  • Experience with the development of graphics, reports, or dashboards to present key findings and information; and
  • Experience with policies and procedures for safe, ethical, and secure use of data.
