Description

Under direction of the Director of Engineering, the GIS Coordinator is responsible for managing, coordinating and overseeing all operations of the City’s GIS system, including data maintenance, GIS hardware/software, and training activities. This position supervises the GIS Team.

Examples of Duties
  1. Supervises staff to include conducting performance evaluations; coordinating training; and implementing hiring, discipline/termination procedures. 
  2. Assists with budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures.
  3. Administer the City’s GIS program/services to city departments and the general public, including deployment of GIS resources/technology.
  4. Coordinates and provides technical assistance with IT professionals within and outside the city to keep the GIS hardware, software and network in efficient operation condition.
  5. Oversee all aspects of the GIS platform, including licenses, while maintaining database security. Coordinate GIS servers, individual workstations, and database systems administration with the City’s Information Technology Department. 
  6. Collaborates with department leaders to determine GIS needs. Identifies and prioritizes the immediate and long-range goals of GIS systems by analyzing and forecasting current and long-range applications of and demand for products and by ensuring their compatibility with existing data and systems.
  7. Provides leadership and work with staff to develop and retain competent, customer-service oriented staff through selection, training, and day-to-day management practices, in accordance with the City’s personnel policies.
  8. Coordinates agreements and work with consultants, other government agencies and city departments on GIS related city projects.   Supply and receive GIS data to/from consultants, other government agencies, and other city departments.
  9. Prepares and assists in making presentations to the City Council, Planning Commission, and other public committees and groups.  
  10. Regularly attends GIS User Group meetings and other committee meetings pertaining to the use of GIS data and applications.
  11. Writes routine correspondence and reports, such as memos and status and activity reports.
  12. Assists and provides technical direction to all City employees in the effective and efficient use of the GIS  database and applications.  
  13. Perform other duties as assigned.

Knowledge, Skills, and Abilities
  1. Thorough knowledge of ESRI ArcGIS Desktop Suite, CAD software and other supporting software programs and databases.
  2. Thorough knowledge of system database management, development and their applications. 
  3. Ability to develop digital maps, brochures, spreadsheets, graphics, communications, or databases using ESRI ArcGIS, Microsoft Publisher, Microsoft Excel, and Microsoft Access.
  4. Good knowledge and understanding of municipal/governmental databases.
  5. Good knowledge and understanding of spatial data.
  6. Comprehensive skill in cartography.
  7. Knowledge of principles of supervision, training and performance evaluation.
  8. Skill in the use of Microsoft Office Suite.
  9. Ability to communicate effectively, in English, both verbally and in writing.
  10. Ability to develop and maintain effective working relationships with others, including public and city staff.
  11. Ability to write routine correspondence and reports, such as memos and status and activity reports.
Supplemental Information

MINIMUM REQUIREMENTS:

  1. Bachelor’s degree from an accredited institution in Geographic Information Systems, Computer Science, Geography, Urban Planning, or closely related field.
  2. Four years of successful experience in municipal or other government agency GIS system management.
  3. Two years supervisory experience.
  4. Valid Driver’s License.


DESIRED QUALIFICATIONS:

  1. A Geographic Information Systems Professional (GISP) Certificate. 
  2. Experience with ArcGIS Online. 
  3. Experience with SQL Server. 
  4. Demonstrated skill in object-oriented programming languages applicable to GIS, database, and web technologies. 
  5. Experience in the management of the ESRI ArcGIS suite of software, and Microsoft window applications and databases used within governmental agencies.


PHYSICAL REQUIREMENTS
Positions in this class typically require: reaching, standing, walking, finger dexterity, grasping, feeling, talking, hearing, seeing and repetitive motions.
 
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
