GIS (CAD) Technician

This posting will be used to fill a full-time, permanent, GIS (CAD) Technician I within the Department of Public Works of Anne Arundel County Government. This is entry-level technical work involving CAD drafting, Geographic Information Systems (GIS) and customer service in the Technical Engineering section of the Department of Public Works.

NATURE AND VARIETY OF WORK

Under general supervision, an employee in this class is responsible for digitizing project, database attribution, analysis of the spatial data, and product generation. The incumbent works with GIS and department staff in system use, documentation, training, problem solving. Support is provided to other county departments and the general public, particularly in the provision of topographical maps and other publications. Work is reviewed through observation and conferences and is evaluated on the incumbent's completion of assignments in a timely manner.

Examples of Duties and Knowledge, Skills and Abilities

  • Digitizes and attributes water and sewer features via CAD from a variety of sources including engineering drawings, permits, orthophotography and survey generated GPS points.
  • Uses CAD, ArcGIS Pro and other County and State web applications the employee performs customer service by telephone and customer facing counter.
  • Assists walk-in customers by receiving, logging and delivery of maps and technical drawings, utility, right of way, easement location questions, researching utility as-built drawings and property deeds.
  • Assists in the creation of digital maps for County infrastructure including water, sewer, storm drain and stormwater management systems.
  • Works within teams on mapping project requests with various agencies in and outside Anne Arundel County Government.
  • Communicates with supervisor and fellow employees regarding problems, concerns and day-to-day operational matters.
  • Responds to user requests for technical assistance if needed.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the principles and methods of CAD, GIS, cartography and map maintenance and quality control.
  • Knowledge of digital drafting techniques and software.
  • Knowledge of aerial photograph interpretation, cartography, local area networks, map data and metadata.
  • Skills in digitizing and other forms of data input for use with CAD/GIS.
  • Ability to apply GIS technology to perform a variety of environmental and parcel-based analyses and to perform problem-solving related to using a GIS to complete requested tasks.
  • Ability to communicate effectively about complex technical concepts and information.
  • Ability to read and interpret utility engineering drawings and general mapping.

Minimum Qualifications
Graduation from high school, supplemented by college-level courses in geography, cartography, planning, engineering, computer science, or related disciplines; one (1) or more years of experience in CAD/GIS application software, automated drafting techniques, equipment plotting, digitizing, and data input; and a valid non-commercial Class C motor vehicle operator's license.

Preference will be given to candidates with the following:

1.) Experience with the following GIS tasks: Data Management, Data Capture (heads-up digitizing), Data Editing (spatial and attribute), Querying, Projections, and Map Creation.

2.) Experience using Autodesk Map 3D or Civil 3D software to map water, sewer and storm drain infrastructure.

3.) Experience using ESRI ArcGIS Pro, Geodatabases (ArcSDE, File, Personal) and geoprocessing.

4.) Experience reading and interpreting property deeds and subdivision plats.

5.) Experience reading and interpreting utility infrastructure drawings and maps.

6.) Experience with relational database management systems (Microsoft Access, SQL, Oracle).

7.) Proficiency using Google Drive/Microsoft Office. (Google Sheets, Docs, Slides of Microsoft Excel, Access, Word & PowerPoint).

8.) Experience interacting with customers on the phone and in person.
