ABOUT THE DEPARTMENT

The Information Technology (IT) Division provides for management, planning, service and support for all computers, servers, wired and wireless network systems, cybersecurity systems, user accounts, mobile computing and phones within the City. It also maintains the City’s databases, geographic information system (GIS), websites, and emergency radios. IT plays a central role in ensuring all software and digital processes are utilized to their full potential. The IT Division operates within the City Manager’s office. The division currently supports and/or maintains 180+ full time/part time user accounts, 120+ computers, 100± VoIP phones, 25+ databases and 20+ desktop applications across 7 departments.

GENERAL PURPOSE

Under general supervision, this position provides quality support with a high degree of customer satisfaction, technical expertise, and timeliness. Provides support of enterprise software platforms, such as GIS, permitting, licensing, asset management and records repositories. Monitors City enterprise software platforms and performs troubleshooting in the identification of applicable problems. Supports departments in streamlining workflows related to supported software.

SUPERVISION RECEIVED 

Works under the general direction of the Deputy City Manager assigned to Information Technology.

CLASS CHARACTERISTICS

GIS/Business Analyst works under general supervision and, within a framework of established procedures is expected to perform a wide variety of general duties with only occasional instruction or assistance. Adequate performance at this level requires knowledge of departmental procedures and precedents, and the ability to choose among alternatives in solving problems. GIS/Business Analyst is expected to work productively even in the absence of a supervisor. May supervise and assign tasks to other staff as assigned. This classification may occasionally perform duties regularly assigned to other classifications within the division.

GIS Analyst Duties

  • Organizes and maintains the City’s Geographic Information Systems (GIS) databases, datasets, applications, and maps; collects, imports, updates, and creates datasets; performs geospatial analysis; ensures the integrity of GIS data; reviews data input for accuracy and compliance with system standards; provides GIS subject matter expertise and training to City staff.
  • Creates maps, reports, and graphs, using GIS software and related equipment. Able to create maps of high cartographic quality.
  • Meets with users to define data needs, project requirements, required outputs, or to develop applications. 
  • Gathers, analyzes, and integrates spatial data and determine how best the information can be displayed and consumed using GIS. 
  • Compiles geographic data from a variety of sources including censuses, field observation, aerial photographs, crowd sourcing, and existing maps. 
  • Analyzes spatial data for geographic statistics to incorporate into documents, reports, maps, and dashboards. 
  • Prepares and updates metadata and other documentation. 
  • Installs and supports GIS desktop, server, and hosted software; ensures online maps and applications used by staff and the public are available and current.  
  • Serves as a project manager for GIS projects and programs; develops scopes of work and RFPs for GIS projects; monitors and analyzes GIS projects and programmatic budgets.
  • Represents the City at regional GIS meetings and events.
  • Reviews the technical work of consultants and other third-party support providers.

Business Analyst Duties

  • Supports the permitting and licensing platform.  Coordinates with other departments on changes and updates to the software, processes, and data.  Provides subject matter expertise and training to City staff.  Analyzes data and processes and offers solutions for maintaining and/or increasing accuracy, efficiency, completeness, and timeliness.
  • Supports the asset management platform.  Assists in the management of the Asset Management Project.  Assist departments in asset inventory efforts.  Coordinates with other departments on changes and updates to the software, processes, and data.  Provides subject matter expertise and training to City staff.  Analyzes data and processes and offers solutions for maintaining and/or increasing accuracy, efficiency, completeness, and timeliness.
  • Ensure procedures are established and followed so good data is collected and reported across all enterprise platforms.
  • Write and edit reports using Crystal Reports and SQL Server Reporting Services (SSRS).
  • Coordinate special projects related to enterprise application platforms.
  • Analyze business systems and offer steps and solutions to streamline processes.
  • Work with departments to effectively use the software tools provided to staff.
  • Participates in special projects as assigned by supervisor. 
  • Helps to publish and maintain documentation.
  • Performs related duties and responsibilities as required.

PERIPHERAL DUTIES

  • Provides temporary and vacation relief in similar occupational fields as necessary.   
  • May provide scheduled stand-by support outside of regular operating hours.

Typical Qualifications
Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance. A typical way to obtain the knowledge and abilities would be:

Education and/or Experience:

  • Bachelor’s Degree in GIS, Geography, Information Systems, Computer Science, Business Administration, or a related field.
  • 4-5 years related experience.

Necessary Knowledge, Skills, and Abilities:

  • Good organization and communications skills. Ability to interpret and communicate complex technical information to others. Ability to handle multiple projects simultaneously. Strong attention to detail.
  • Gather and compile data, maintain accurate up-to-date records, conduct research and analysis to solve technical and administrative problems and recommend alternatives.
  • Proficient with Esri products (ArcMap, ArcGIS Pro, ArcGIS Online, Portal for ArcGIS, Field Maps, etc.).
  • Experience with report writing tools like Crystal Reports and SQL Server Reporting Services (SSRS).
  • Knowledge of and experience with Microsoft SQL Server and database management.
  • Proficient in use of Microsoft Office and web browsers.
  • Knowledge of current information technology practices and processes.
  • Working knowledge of current Microsoft Windows workstation and server operating systems.
  • Knowledge of project management processes.  Ability to guide projects from inception to completion.  Ability to work with teams of staff from other departments.
