GIS Applications Supervisor

General Summary
The purpose of this classification is to administer enterprise GIS applications; serve as a technical lead on GIS projects; maintain knowledge and proficiency in GIS application administration; and supervise technical GIS staff.  

DISTINGUISHING CHARACTERISTICS 

The GIS Applications Supervisor job is considered an expert level classification and is a full supervisory level classification. Individuals in this classification are a recognized technical leader with highly specialized knowledge and skills with a focus on GIS applications and technology. This may be demonstrated by performing highly complex work and developing policy recommendations for leadership that supports enterprise GIS system technology governance.

Essential Duties & Responsibilities
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises the work of assigned personnel, including assigning and reviewing work, providing coaching and guidance, and conducting performance evaluations
  • Oversees enterprise GIS application administration
  • Serves as the technical lead on GIS related projects, represents project status and system abilities to project team, and works with department manager and stakeholders
  • Works with vendors to complete assigned projects/tasks and provides first level approval of invoices and recommends vendors for future endeavors
  • Tracks GIS system upgrade schedules and project budgets required for system maintenance and enhancements
  • Develops application backup, maintenance, and disaster recovery (DR) plans
  • Performs reasonably related duties within the scope of the classification as assigned 

Minimum Qualifications
Any combination of training, education, and experience that would provide the required skills, knowledge, and abilities is qualifying. A typical way to obtain the required qualifications would be with 7 years' experience administering a variety of ArcGIS and custom GIS applications and a bachelor’s degree in a relevant field.

Supervisory Responsibilities

Classification is considered a full supervisory position with the ability to supervise and monitor performance for employees including providing input on hiring/disciplinary actions, coaching and developing staff, completing performance evaluations, identifying work objectives/ effectiveness, and realigning work as needed. Classification is able to serve as a project manager for consultants and has responsibility for assigned consultant contracts.

Fiscal Responsibility & Risk
This section describes the accountability and participation if any, as it relates to the fiscal accountability, level of risk, and impact of financial/budgetary errors within department or assigned area(s) of responsibility.

Limited fiscal responsibility. 
Classification has limited fiscal responsibility. Responsibilities may include: (1) assisting in the collection and preparation of data in support of recommendations for budget allocations, typically within an assigned department; (2) monitoring and documenting project budgets and expenditures; (3) supporting purchasing needs through ordering inventory and monitoring spending.  Risk at this level is limited as errors can be identified and resolved quickly and may result in loss of incumbent’s time to correct the error or minor financial loss.
