Position Purpose and Objectives:

Embracing and supporting the cooperative's vision and mission, this role provides dependable and high- performance Geographic Information System (GIS) and geospatial services under the guidance of the GIS Manager. Ensuring accuracy, integrity, and value of GIS data, the position contributes to an excellent user experience and advances the core business of electric power delivery. Responsibilities encompass maintaining, progressing, and supporting the GIS environment, integrating with enterprise systems, and participating in assigned projects.

The GIS environment includes server or cloud-based GIS products, desktop GIS and staking applications, mobile GIS applications, web GIS applications, geodatabases, and GPS hardware and applications.

Job Classification and Progression:

The GIS and Data Analyst class series consists of four positions: GIS and Data Analyst I, GIS and Data Analyst II, GIS and Data Analyst III, and GIS and Data Analyst IV.

Positions in the GIS and Data Analyst class series are flexibly staffed and positions at higher levels are typically filled by advancement from the lower levels after gaining the necessary knowledge, skills, experience, and certifications.

Level I:

At this level, incumbents with basic GIS experience learn and perform specialized computer-based and graphical support work. They become familiar with GIS base map creation and maintenance, and the processes necessary to collect, interpret, and display GIS data. While performing duties similar to the higher levels, incumbents at this level are guided by established procedures and protocols, exercising discretion and applying independent judgment to a limited extent. They may seek support and review from peers as they develop their skills and knowledge within the team.

Level II:

At this level, incumbents are fully skilled in using GIS tools to maintain GIS models and data. They are capable of administering and managing GIS platforms, given specific direction and guidance from the GIS Manager, while increasing degrees of independence. Incumbents demonstrate proficient discretion and independent judgment in executing tasks, adhering to established operating procedures and policies within the work unit. They contribute to problem-solving efforts and decision-making processes, drawing upon their expertise to ensure the effective utilization of GIS resources and technologies.

Level III:

Incumbents at this level are expected to perform activities with broad direction from the GIS Manager, demonstrating a high level of discretion and independent judgment. They solve complex problems independently or lead collaborative groups in solving complex problems, drawing upon their expert-level understanding and skills in administering and managing GIS platforms on Windows servers. This includes a comprehensive understanding of Windows operating systems to support GIS components. They actively contribute ideas that shape GIS initiatives and adopt innovative practices that propel the organization's GIS capabilities forward.

Level IV:

At this advanced stage, incumbents demonstrate mastery in GIS and data analysis, exhibiting the highest level of discretion and independent judgment. They provide strategic direction for GIS initiatives, leading teams in the development of GIS solutions, and making significant contributions to the advancement of the organization's GIS capabilities. Incumbents at this level are recognized experts in administering and managing GIS platforms,

possessing advanced problem-solving skills and the ability to navigate complex challenges with finesse. They are the go-to resource for resolving intricate issues and driving transformative change within the GIS domain.

Essential Job Functions:

The breakdown of the essential job functions for each level within the GIS and Data Analyst class series is as follows:

Level I:

Approximately 75% of the incumbent's time is dedicated to completing essential day-to-day GIS tasks and fulfilling requests, such as the accurate posting and integration of jobs from the staking system into the GIS, meticulous editing of GIS data to ensure precision, and routine QA/QC data analysis to verify data accuracy. Around 10% of their workload involves providing basic data, maps, and reports, as well as automating fundamental tools to enhance GIS operations. Additionally, approximately 10% of their time is allocated to directly supporting GIS end users, assisting them with inquiries and basic troubleshooting as needed. Achieves basic familiarity of all company business units and their functions.

Level II:

Approximately 55% of responsibilities revolve around addressing routine GIS tasks and fulfilling requests in a timely manner, which includes the prompt posting of design work orders, editing of GIS data, and conducting routine QA/QC data analysis to ensure data accuracy. Around 15% of their duties involve actively supporting GIS end users, troubleshooting GIS data and software issues, and providing guidance as necessary. Responsibilities also include scripting and automation of fundamental tools to enhance GIS operations. The remainder of their workload encompasses diagnosing and independently resolving technical problems, participating in root cause analysis, and contributing to GIS projects and IT initiatives either independently or collaboratively. Has a broad familiarity of all company business units and their functions.

Level III:

Approximately 25% of the incumbent's time is dedicated to addressing routine GIS tasks and requests, ensuring the timely posting of design work orders, editing of GIS data, and conducting advanced QA/QC data analysis to maintain data accuracy. A significant portion of their workload involves providing support to end users and troubleshooting complex GIS data and software issues. The primary focus at this level shifts towards more intricate aspects of the GIS environment, such as analysis, design, planning, configuration, and implementation. Additionally, they are responsible for independently diagnosing and resolving complex technical issues, leading projects, offering technical guidance, and coordinating with vendors. Maintains a comprehensive understanding of all company business units, identifying their GIS related needs, and assists in providing solutions that will continue to help improve their business processes.

Level IV:

Approximately 5% of the incumbent's time is devoted to routine GIS tasks and requests, encompassing the timely posting of design work orders, editing of GIS data, and conducting advanced QA/QC data analysis to ensure data accuracy. Additionally, they allocate some time to supporting end users and resolving complex GIS data and software issues. The majority of their responsibilities center around playing a large role in shaping the strategic direction of the GIS enterprise, and leading teams in the development of innovative GIS solutions that advance the organization's GIS capabilities. Similar to Level III, their duties also involve coordinating with vendors and external partners, and maintaining a thorough familiarity with all company business units, identifying their GIS related needs by providing solutions that will continue to help improve their business processes.

All Levels:

  • As a continual learner, approximately 5% of time is spent on self-initiated GIS technology awareness, self- education, or formal training.
  • Works independently and collaboratively, as a member of the GIS team and project teams. Day to day work is self-initiated, and self-directed, based on both broad and specific direction, Service Desk cases, project task assignments, department’s priorities established by the GIS Manager, IT Project Managers, or the Chief Information Officer.
  • Consistent with the level classifications, performs basic to advanced data analysis, queries/reporting, data validation for single or multiple data sources which may or may not include GIS data. Basic to advanced use of SQL Server Management Studio, SQL Server Integration Services, Python.
  • Adheres to existing standards, practices, and procedures, and provides suggestions for continual improvement in delivering an excellent GIS user experience. Escalates or communicates unresolved or highly visible issues to IT department leadership.
  • Provides documentation and knowledge transfer ranging from high-level to detailed, to other members of the IT and GIS teams to ensure that the entire IT department has basic familiarity with the GIS environment and processes.
  • Accepts accountability for all areas of responsibility and holds peers
  • Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace.
  • Participates in a 24/7 on-call schedule for technical issues related to the GIS and related critical
  • Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice

Required Knowledge, Skills and Abilities:

All Levels:

  • Demonstrated aptitude for learning new technologies, with curiosity and ability to formulate questions when identifying and evaluating solutions or researching problems.

Level I:

  • Demonstrated basic understanding and direct work experience in GIS data management, including accurate posting and integration of data.

Level II:

  • Demonstrated proficiency in administration and configuration of recent/current versions of ArcGIS server and desktop components, ArcGIS Online, SQL geodatabases.

  • Basic to intermediate understanding of relational database design and
  • Basic to intermediate proficiency in applying high-level programming languages, such as Python and JavaScript, in GIS solutions.
  • Ability to conduct routine and intermediate level QA/QC data analysis to ensure data

Level III:

  • Intermediate to advanced proficiency in administration and configuration of recent/current versions of ArcGIS server and desktop components, ArcGIS Online, SQL geodatabases.
  • Intermediate to advanced proficiency in editing, managing, and maintaining geometric or utility network
  • Intermediate to advanced understanding of relational database design and
  • Intermediate to advanced proficiency in applying high-level programming languages, such as Python and JavaScript, in GIS solutions.

Level IV:

Education, Training and Experience:

Level I

Equivalent to an associate degree with major coursework in geography, computer science, information systems or a closely related field. Equivalency may be demonstrated through a combination of training andprogressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree,

AND combined 6 months hands-on experience working with GIS software products related to cartography,analysis, and geoprocessing, that demonstrates a solid working knowledge of these tools.

Level II

Equivalent to graduation from a four-year college or university with major coursework in geography,computer science, information systems or a closely related field. Equivalency may be demonstrated through a combination of training and progressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree,

AND combined two (2) years hands-on experience working with GIS software products related to cartography, analysis, and geoprocessing, that demonstrates in-depth knowledge of using these tools, with basic to intermediate knowledge and experience in querying data in relational databases, such as Microsoft SQL Server and Python for intermediate level automation tasks.

AND at least (1) year of hands-on direct work experience in basic configuration and administration of server or desktop GIS technologies and systems.

Relevant technical certifications, current training, plus demonstrated work experience as the technical lead for routine/small technical projects preferred.

Level III

Level II plus

A combined four (4) years hands-on experience working with GIS software products related to cartography, analysis, and geoprocessing, that demonstrates in-depth knowledge of using these tools, with intermediate to advanced knowledge and experience in querying data in relational databases, such as Microsoft SQL Server and Python for intermediate level automation tasks.

AND two (2) years of hands-on direct work experience in intermediate to advanced configuration and administration of server and desktop GIS technologies and systems.

Relevant advanced technical certifications, current training, including successful completion of one or more of the following Esri Technical Certification Exams preferred:

  • GIS Fundamentals Foundation 2024
  • ArcGIS Developer Foundation 2201
  • ArcGIS Online Administration Associate 2024
  • GIS Fundamentals Foundation 2024
  • Enterprise Administration Professional 2201
  • Enterprise Geodata Management Professional 2201
  • Enterprise System Design Professional 2201

Plus demonstrated work experience asthe technical lead for large technical projects preferred.

Level IV

Level III plus

An additional four (4) years of hands-on direct work experience in advanced configuration and administration of server anddesktop GIS technologies and systems.

AND relevant advanced technical certifications and current training, including successful completion of one or more of the following Esri Technical Certification Exams:

  • GIS Fundamentals Foundation 2024
  • ArcGIS Developer Foundation 2201
  • ArcGIS Online Administration Associate 2024
  • GIS Fundamentals Foundation 2024
  • Enterprise Administration Professional 2201
  • Enterprise Geodata Management Professional 2201
  • Enterprise System Design Professional 2201

AND demonstrated work experience as the technical lead for large technical projects required.

AND at least one (1) year of proven work experience demonstrating responsibilities focused on strategic planning for enterprise GIS solutions, as well as leading teams in the development and/or deployment of innovative GIS solutions.

Supervision Received and Exercised:

Receives both general and specific guidance and direction from the GIS Manager, IT Project Managers, or the Chief Information Officer.

Essential Physical & Mental Requirements:

Working Conditions:

  • Much of the work of this position can be performed remotely or in the office. Certain aspects of the position may require time in the office, such as an unusual user support situation requiring both user and GIS staff on-site. Remote or on-site work will be determined on an ongoing basis by the GIS Manager or the CIO in accordance with any company policies.
  • Office setting 80% of the time. 20% of the time may need to work in a support role while outdoors, in a warehouse or maintenance environment (dust, uneven surfaces and all types of weather and temperature variations).

  • Level I: $70,750 - $78,200 with maximum in hiring range of $85,650 annually
  • Level II: $78,200 - $84,500 with a maximum in hiring range of $90,800  annually
  • Level III: $84,500 - $91,300  with a maximum in hiring range of $98,100 annually
  • Level IV: $91,300 - $98,600 - with a maximum in hiring range of $105,900  annually
