G.I.S. Analyst

We are looking for someone to join Team Yuma as a G.I.S. Analyst, working with the City of Yuma Information and Technology (IT) Department - City-wide IT Services Division. The ideal candidate will assist in the development and maintenance of the City’s G.I.S. Enterprise System.

Under basic supervision, this job classification assists with the operations and maintenance of the City's Geographic Information System (GIS); assists with system configuration, database management, data integration, security, client access, and customer services. Duties may vary depending on assigned department.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists in the development and maintenance of the City GIS Enterprise System; resolves problems within scope of authority; duties may vary according to job assignment.
  • Assists with technical support, development and modification of GIS databases and application integration.
  • Produces special purpose digital maps and geo-based data for City departments and public agencies as directed; determines and executes the appropriate sequence of data processing tasks.
  • Uses established GIS software programs, commands and compilation methods to manipulate data and generate special purpose maps and GIS products.
  • Assists in updating and maintaining the GIS databases according to department's policies and procedures; assists in cleaning up data and making corrections in response to changes and additional data sets integrated into GIS.
  • Compiles, converts, manipulates and integrates GIS data; updates the digital data layers.
  • Coordinates with user departments to define needs and requests for GIS data.
  • Provides technical support and training for GIS users.
  • Monitors application functionality and customer utilization.
  • Documents work completed; maintains work log of service requests, equipment malfunctions, software errors, and failures.
  • Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS

  • Education, Training and Experience Guidelines 
  • Bachelor's Degree in Computer Science, Engineering, or a closely related field; AND three years current experience working with a GIS Enterprise System; OR an equivalent combination of education, training and experience.

Knowledge of:

  • GIS operations, policies and procedures.
  • Principles and practices of GIS/GPS, including data compilation and conversion, database management systems, graphics, and mapping.
  • Principals and procedures used to maintain relational databases.
  • Specialized ESRI and SQL procedures and protocols.
  • Quality assurance procedures and documentation standards for database systems.
  • Administration and maintenance principles of network operating domains, relational databases, and specialized software applications.
  • Capabilities of computer systems, including networked environments and peripheral devices.
  • Principles and protocols for management of IT electronic information, access, and security.

Skill in:

  • Working in a technical environment with interlinked and changing priorities.
  • Using GIS / ESRI software suite programs and procedures.
  • Developing, manipulating and analyzing GIS data in a variety of data formats and projections.
  • Maintaining accurate and interrelated database records, and identifying and reconciling errors.
  • Understanding complex variables, and technically complex instructions.
  • Diagnosing and resolving technical problems in a network environment.
  • Establishing and maintaining effective working relationships with co-workers and clients.
  • Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Arizona State Driver's License is required. Terminal Operator Certification (Level-D) for access to Arizona Criminal Justice Information System (ACJIS) is required within six months of hire. This position may require participation in an advanced background investigation through the City of Yuma Police Department.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is primarily performed in a standard office environment; may occasionally be required to perform field survey work, lift objects, bend, stoop, crawl, and navigate tight spaces; requires use of hands; requires vision capacity at close range and ability to differentiate between colors.
