Job Summary
Under general supervision, uses current industry-standard geographic information system (GIS) software to create, maintain, update, and provide mapping information.  GIS analysts use GIS technology to create digital maps and graphic reports. Using discretion, independent judgment, insight, and technical skill, GIS analysts work at the intersection of data collection and analysis, cartography, and programming.

Definition

Under general supervision, uses current industry-standard geographic information system (GIS) software to create, maintain, update, and provide mapping information.  GIS analysts use GIS technology to create digital maps and graphic reports. Using discretion, independent judgment, insight, and technical skill, GIS analysts work at the intersection of data collection and analysis, cartography, and programming.

Examples of Work Performed

  • Collection, organization, and analysis of data, technical research, and preparation of maps.
  • Generates technical reports and recommendations.
  • Interprets legal descriptions to produce drawings, calculate area, and digitize maps. 
  • Contributes to maintaining, updating, and improving current GIS processes and data.
  • Coordinates with multiple departments to complete change-order process.
  • Maintains and updates mapping information, systems, and resources for public access.
  • Trains co-workers, and performs other duties as assigned.
  • May infrequently require work be done outside normal business hours.

Supervisory Responsibilities

This job has no supervisory responsibilities.

Required Skills, Knowledge, and Abilities

  • Knowledge of basic drafting techniques; of legal descriptions; of calculating square footage and acreage; of map reading; of plats; and of policy and procedural requirements for producing and maintaining property maps in an Oklahoma county assessor’s office. 
  • Able to use County records to verify chain of title for real estate.
  • Able to convert legal descriptions to drawings.
  • Capable of handling basic GIS information requests (examples: square footage, soil data queries, radius search, area queries, field queries, etc.)
  • Able to export GIS data into multiple formats and distribute data as necessary. This may include parcel or other layer data.
  • Efficient in ArcGIS products.
  • Able to provide general support for GIS tools: ArcGIS web applications, Matix, and public website.
  • Basic knowledge of AutoCAD.
  • Able to deal tactfully with others and develop effective relationships with other officials, supervisors, and staff.
  • Strong communication skills, both oral and written, while able to use office communication tools: email, Microsoft Teams, phone, etc.
  • Develop and maintain general knowledge of the job duties of the GIS Supervisor.

Education/Experience

  • Bachelor's degree in GIS or a related field preferred, OR significant coursework in computer aided design (CAD), AND over two years full-time paid employment in CAD, legal records, or related field.
  • Commitment to ongoing professional development and training in GIS, drafting techniques, and relevant software applications to maintain and enhance job proficiency and knowledge.
  • Skills with GIS software and SQL database production and administration.

Language Skills

  • Ability to read, comprehend and write simple instructions, short correspondence, and memos. 
  • Able to write, edit and update documentation of GIS processes and information on various platforms: Wiki, email, reports, newsletters.
  • Able to understand and follow oral and written instructions, and to communicate clearly and concisely.

Mathematical Skills

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent.

Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to identify current problems, anticipate potential future problems, and independently determine the most effective solution.

Certificates, Licenses and Registration

  • Certificate of Advanced Accreditation as provided for in Title 68 O.S. §2816

Physical Demands

The employee is regularly required to use arms, hands, and fingers to handle, feel, or reach. Must be able to speak and listen.   Frequently required to stand and/or walk, to sit, climb, and balance, and to lift or maneuver objects up to 25 lbs. Specific vision abilities required by this job include close, distance, peripheral, depth perception, and the ability to adjust focus.   

Work Environment

This position will work in a typical downtown office environment.

The noise level is usually low to moderate.
