Job Summary

The Geographic Information System (GIS) Analyst is responsible for collecting and analyzing: GPS data, developing, installing, and maintaining GPS databases, perform database design, generate reports and maps, perform field data collection and verification, and attend meetings with client departments.

Principle Duties and Responsibilities
  1. Work closely with the tribal departments to establish, develop, and maintain a complete Pascua Yaqui Tribe Geographic Information System and database.
  2. Process requests and respond to inquiries by conducting research and surveying available GPS data; develop maps, determine what information to use, and troubleshoot issues as needed.
  3. Generate a variety of reports and maps using databases and other land-related sources; support and assist with land ownership status, proposed land uses, land taxes, and various projects or studies.
  4. Perform GIS hardware/software needs analysis and makes recommendations for system upgrade.
  5. Design database structure and maintain database integrity and quality.
  6. Document system applications, programs and data sets.
  7. Implement database by applicable means such integration, conversion, etc. using applicable sources including computer hardware and software.
  8. Provide technical recommendations and make reasonable efforts in obtaining relevant GIS related data from outside of the Tribe.
  9. Interpret and translate user technical requirements into GIS products and services.
  10. Provide products and services.
  11. Perform complex GIS processing programming and analytical tasks.
  12. Perform other duties of a similar nature or level as requested by supervisor or director.
Required Knowledge, Skills, and Abilities

Knowledge of:

  • Principles, techniques, practices and procedures of GIS database design and management;
  • GIS related computer system (hardware/software);
  • Principles and techniques of programming and analysis using GIS software;
  • Relational database;
  • Principles and practices of cartographic illustration;
  • Computer operating system, programming aides, utility programs, and other, i.e. Microsoft Windows and Windows NT, ESRI Arc/Info, Arc View, dBase, Microsoft, Access, Excel;
  • Basic land use planning processes;
  • Yaqui culture, customs, resources and traditions and/or a willingness to learn.


Skills and Abilities:

  • Perform and program advanced spatial analysis and/or queries with GIS;
  • Develop and apply quality control measure in a GIS environment;
  • Translate user requirements for GIS products/services into documented, maintainable GIS;
  • Document application programs and data sets;
  • Comprehend and analyze decision tables, flow charts, and project documentation;
  • Plan, manage and control projects;
  • Train others in GIS application;
  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Interpret a variety of instructions furnished in written, oral, diagram, or schedule form;
  • Follow written and verbal instruction;
  • Communicate effectively, both verbally and in writing;
  • Operate a variety of office equipment, including a computer and related software applications;
  • Good communication and interpersonal skills as applied to interaction with co-workers, supervisor, management, Council members, and the public. Have ability to sufficiently exchange or convey information and receive verbal and written work instructions.
Education, Certifications and Experience Required

Bachelor's Degree in Cartography, Remote Sensing Satellite Imagery, GIS, Geography, Urban Planning or Computer Science; Three (3) years of technical experience in geographic information processing and relational database; Two (2) years of experience of managing Arc/Info GIS database.

Special Requirements: 

  • Must possess and maintain a valid Arizona Driver's License; 
  • This position will require the incumbent to work non-traditional hours, nights, and weekends.
