Under general supervision of the Manager of Information Technology, the Geographic Information Systems (GIS) Analyst (“GIS Analyst”) is responsible for the development, installation, and maintenance of the District Enterprise GIS system. The GIS Analyst performs technical GIS work, including database management, analysis, workflow, processes, and computer programming to ensure the functionality, reliability, and maintenance of the District GIS operations. The GIS Analyst position is an advanced position characterized by the complex technical knowledge required to create, maintain, and develop GIS database information and programs.
ESSENTIAL DUTIES AND RESPONSIBILITIESThe duties listed below are intended only as illustrations of the various types of work that may be performed. GIS Analyst Duties
- Serve as the District’s GIS system and database administrator responsible for maintaining and editing the GIS database to support District functions, processes, and analytical needs.
- Plan, organize, and implement GIS projects based on various departments’ needs.
- Perform implementation and maintenance procedures as necessary on District servers and computers to keep software current.
- Coordinate, collate, and enter Global Positioning System (GPS) data and new objects or features into the District GIS database.
- Perform routine to complex GIS mapping and data requests using ESRI ArcGIS software, including modification to relational database tables for data collection and reporting needs.
- Provide guidance and training for users, develop standard operating procedures, and create training materials for all levels of staff.
- Coordinate with contractors, consultants, or interns (as applicable) for implementing, updating, or creating data or applications.
- Evaluate system capabilities as they relate to GIS database entries and reporting, including coordination with other software packages that rely on access to GIS data.
- Perform administrative functions, including the creation of new data, relational databases, structures, syncing of data, or datum conversions.
- Prepare reports based on performance of the GIS database, software, and adjoining use cases, and make recommendations as to improvements that will enhance performance and improve reliability of infrastructure and data.
- Prepare or create materials and images, such as maps, graphs, charts, drawing, or files, to support District departmental needs.
- Coordinate office and field tasks with multiple departments to obtain access to records, maps, or data that need to be imported or exported from the GIS database.
- Stay current on technology and innovation in the field of GIS. Lead efforts to identify, recommend, and implement technologies that will assist the District in reliability and efficiency.
- Create Web Mapping applications for District staff to access the most current data available in the GIS system.
The requirements listed below are representative of the knowledge, skill, and/or ability required. The successful candidate must have training, education and/or experience which clearly demonstrates the ability to effectively apply the skills listed.
- Knowledge of ESRI ArcGIS software products operating in a Microsoft Windows environment and Microsoft Office suite of products.
- Ability to independently to perform complex computer-aided mapping and relational database work within ArcGIS and SQL Server.
- Work with GPS, map projections, engineering drawings, drafting symbols, and map projections.
- Understand the principles of right-of-way and engineering mathematics, including algebra, geometry, and trigonometry.
- Work independently with minimal direction and prioritize workload to meet deadlines, while simultaneously managing multiple projects with varying degrees of complexity.
- Possess the sound interpersonal skills necessary to develop and maintain both internal and external cooperative working relationships.
- Exercise and maintain professional conduct, good judgment, and integrity.
- Operate a vehicle observing legal and defensive driving practices.
- Observe proper safety precautions.

Physical:
- Sitting, standing, bending, reaching, talking, and/or hearing, in person, in meetings, and by telephone.
- Manual dexterity and use of hands and fingers to handle and feel sufficient to operate a District vehicle, computers, and standard office machines, such as calculators, telephones, copiers, scanners, and other devices.
- Normal range of hearing. Specific vision abilities required by this job include close and distance vision and the ability to adjust focus.
- May require lifting to 25 pounds.
Mental:
- Written and oral communication skills are necessary as are the ability to read and interpret complex data, information, and documents; make sound recommendations; and exercise sound and independent judgment.
- Required to observe and interpret people and situations and work collaboratively while maintaining poise and decorum.
- Perform highly detailed work on multiple, concurrent tasks with constant interruptions and work under intensive deadlines.
- Must be able to analyze and solve problems.
- A bachelor’s degree from an accredited college or university with a major in GIS, geography, or a closely related field that required equivalent coursework in GIS.
- Four years of increasingly responsible experience operating, maintaining, and implementing automated mapping applications in GIS, including at least two years performing GIS data analysis, database management, and/or application development.
- A combination of formal education and practical experience in an equivalent position may be qualifying.
