The City of Suffolk Virginia is currently seeking a qualified GIS Analyst to assist in supporting GIS operations for the Office of Planning and Community Development. This position will be within the Department or Information Technology and answer directly to the GIS Manager. 

Qualified candidates will have experience in using GIS Software such as ESRI ArcGIS Desktop, Pro, Enterprise, and Online, for the updating, capturing, and the reviewing of property and land use records such as Parcels, Address Points, Zoning Boundaries, etc. Candidates will have familiarity with creating printable map products and online map viewers. Those with a background in Geography and an interest in Planning and Land Use projects are strongly desirable. 

This GIS Analyst position will serve as the GIS liaison for the Office of Planning and Community Development and will be responsible for working with Planning staff to create Land Use application maps, property mailing lists, and updating the GIS database to reflect changes. The position will work closely with Planning staff to analyze patterns in land use and provide reports to help drive decision making within the city. Primary duties to include the review of Land Use applications, Subdivision Plats, property records, zoning maps, and working with staff on Comprehensive and other development plans. The GIS Analyst will work with other GIS division staff to develop and build web mapping applications to display land use data to internal staff and the public.

    Essential Job Functions
  • Prepares and/or processes various records and reports including property maps, land use exhibits, subdivision plats, and custom printable map products.
  • Maintains multiple GIS layers by utilizing land records such as surveys, deeds, zoning maps, site plans, and other sources.
  • Works directly with Planning Department staff to prepare Land Use exhibits, reports, and change proposals.
    Processes Subdivision Plat applications by capturing property boundary information using ArcGIS COGO tools, calculates and assigns property identifiers and attributes, and creates easily understandable map exhibits for use by city staff and the public.
  • Works with fellow GIS staff and stakeholders to create and publish GIS Web Map tools and applications to display complex property and land use information.
  • Helps to maintain the City of Suffolk septic tank pump out program by creating property mailing lists for notifications and updating GIS property records with compliance or removal from program.
  • Works with Comprehensive Planning staff to analyze land use trends and prepare map exhibits showing growth and use change within the city of Suffolk.
  • Requires heavy use of GIS software such as ArcGIS Desktop and ArcGIS Pro, Microsoft Word, Microsoft Excel, Microsoft Access, Microsoft Teams, Adobe PDF, Crytal
  • Reports, and various large format scanners and plotters.
  • Interacts and communicates with various groups and individuals such as immediate supervisor, Assessors Office, Planning staff, Transportation Engineering, Information Technology staff, and the general public.
  • Assists the public, surveyors and various city departments by telephone, mail, fax, in person, and by e-mail with information on customer map requests and correspondence related to city maps, and all forms of data utilized throughout GIS.
  • Produces project related map products as needed; generates specialized maps to support City projects; produce maps for presentation to City Council or use by other City departments or contracted consultants.
  • Communicates with supervisor, City agencies, other departments, employees, system users, vendors, consultants, technical service providers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Investigates potential new techniques and recommends process improvements related to the City's GIS database. Provides assistance to carry out those recommended improvements to operations and work processes.
  • Performs other related work as required by the GIS Manager.

Required Qualifications
Requires a Bachelor's degree in GIS, geography, planning, or related field supplemented by a minimum of 6 months of professional experience in applied GIS analytics, GIS data maintenance, and GIS map creation or related computer operations; or an equivalent combination of education, training, experience to provide the required knowledge, skills and abilities.  Requires a valid driver's license.
