Position: GIS Analyst (Full Time) 

Customer / Work Location:  The Directorate of Public Works (DPW) at Military Ocean Terminal Sunny Point (MOTSU), Southport, NC 

Position start date: July 2025 

 

Description:

This position provides GIS services to Department of Defense (DoD) customers at MOTSU DPW.  The GIS analyst is responsible for GIS, CADD, and spatial data project tasks.  The GIS Analyst will work with MOTSU and associated personnel to collect, create, document, and maintain GIS data that may include but is not limited to: locations of natural and cultural resources, planning data, installation infrastructure, and emergency planning data. The GIS Analyst is responsible for maintaining GIS data and publishing services on the Army’s Enterprise GIS System – the Army Installation Geospatial Platform (AIGP). The GIS Analyst will also assist the client's Installation Geospatial Information and Services (IGI&S) Manager with managing roles, users, and other activities as needed on the AIGP.  The analyst will provide advanced geospatial analysis, data validation to ensure GIS records adhere to Army Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and Army Quality Assurance Plans (QAPs).  The GIS Analyst will plan and perform data capture and update tasks, provide technical reports, develop & deliver customer training, and provide support for the enterprise geospatial and CADD systems.  The GIS Analyst will also maintain the client’s as-built library in both hard copy and electronic versions. The GIS Analyst will work closely with the Areli Real Property Specialists and Areli Project Manager to ensure MOTSU’s GIS data is reconciled with its Real Property inventory. 

 

Duties include: 

  • Managing, updating, and creating geospatial data that strictly adheres to SDSFIE and Installation Geospatial Information and Services (IGI&S) quality assurance plans (QAPs) and AR 115-13. 
  • Managing and updating the IGI&S data layers to include infrastructure, utility, and environmental data layers. 
  • Conducting in-field GPS data collection for incorporation into the MOTSU geodatabase. 
  • Working with Areli real property personnel to ensure that MOTSU infrastructure is accurately represented and attributed in the MOTSU geodatabase. 
  • Assisting the MOTSU IGI&S Manager with establishing a GIS Standard Operating Procedure (SOP) and creating job aids for geospatial software to include GPS and CADD software. 
  • Assisting the IGI&S Manager with establishing goals and plans that meet project objectives and communicating tasks and plans with the client.   
  • Providing technical operations for GIS, performing detailed spatial and relational database analysis. 
  • Assisting the IGI&S manager with the administration of the enterprise AIGP including publishing web-services and updating MOTSU’s landing page. 
  • Planning, developing, and delivering advanced geospatial products for customer requests. 
  • Developing best practices to address customer needs for managing and updating geospatial data to meet specified requirements. 
  • Developing training for MOTSU AIGP users. 
  • Attend IGI&S working group meetings. 
  • Providing input and recommendations from the data analysis to improve GIS data integrity and data relationships between GIS and other business data stakeholders. 
  • Providing support for managing the geospatial web interfaces, software, and other geospatial applications. 
  • Providing advanced SQL queries, utilizing ArcGIS database tools for analysis, and data extraction. 

Proficiency: Computer-Aided Design (CAD), ESRI ArcGIS Pro, ArcPortal, Microsoft Office, Bentley MicroStation. A proficiency test is conducted ahead of the interview process for screening purposes. 

Requirements

 

Qualifications

  • Bachelor’s degree in GIS or related field
  • Minimum of 2 years of experience as a GIS Analyst or 4 years of experience in GIS or related field
  • Experience supporting enterprise GIS and ArcPro applications
  • Familiarity with SDSFIE data model and standards preferred
  • The GIS Analyst must hold a valid US driver's license.
  • Per Government contracting requirements, the candidate must be able to clearly speak, read, and write in the English language, be a US citizen, as well as pass and maintain a National Agency Check Investigation (NACI).   
  • Familiarity with DoD real property and/or environmental policies, regulations, and guidance is preferred but not required, depending on experience.
