GIS Analyst

Raleigh Water is looking for the right individual to join an innovative, skilled, and collaborative GIS team focused on leveraging geospatial technologies and developing creative solutions. Raleigh Water’s current GIS initiatives include the implementation of ArcGIS Indoors, ArcGIS Portal, and the migration to Utility Network. The GIS team supports the Department through advanced geospatial analytics to identify and solve complex problems and to optimize decisions; integrating real-time data to provide a comprehensive view into operations; configuring field apps to achieve efficiencies in field operations; configuring data-driven maps to guide resource allocation and decision making; maintaining a GIS data inventory of over 1.5 million assets that make up the Water Distribution and Sewer Collection Systems as well as Water Treatment and Resource Recovery Facilities.

The ideal candidate will be a self-starter with the motivation to develop and execute geospatial strategies as part of a collaborative team environment. The candidate will enthusiastically promote the value and support the expansion of geospatial solutions throughout Raleigh Water.

Duties and Responsibilities

  • Identifies and analyzes Departmental needs and align with current geospatial solutions. 
  • Develops models and implementing geoprocessing tools and other automated process enhancements.
  • Produces high quality static and dynamic map products following proper cartographic principals for external and internal customers.
  • Develops and provides technical support and training for GIS and non-GIS professionals within Raleigh Water.
  • Provides troubleshooting and incident resolution of geospatial applications.
  • Performs analysis through the ERSI analytical toolsets.
  • Establishes data editing, attribute rules and relationships to maintain data integrity and to simplify data entry.

Education and Experience
Bachelor's Degree in information technology, geography, geographical information systems or directly related field and two years of professional level GIS programming, analysis, data management and/or cartographic products.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Preferred Qualifications

Geographic Information Systems Professional or ESRI Certification.

Knowledge of:

  • Principles and practices of cartography and geospatial data management.
  • Project management principles and practices.
  • Principles and practices of program administration and management.
  • Best practices, trends and emerging technologies.
  • Principles and methods of qualitative and quantitative research.
  • Principles and applications of critical thinking and analysis.
  • Business math concepts.
  • Applicable federal, state and local laws, codes, regulations (based on assignment).
  • Customer service principles.
  • Specialized equipment relevant to area of assignment.
  • Modern office technology.

Skill In:

  • Spatial analysis methods and geoprocessing tools.
  • Working knowledge of Python and SQL.
  • Desktop GIS (ArcGIS Desktop, ArcGIS Pro, and extensions).
  • Web GIS (ArcGIS Online, ArcGIS Enterprise, ArcGIS Server).
  • Cartographic design principals.
  • GIS data management, workflow development, and documentation.
  • Continue to stay current with modern and emerging technology.
  • Effective verbal and written communication skills. Ability to adapt communication style to suit different audiences. 
  • Developing and maintaining data management systems.
  • Coordinating deadlines, prioritizing work demands and monitoring technical operations.
  • Providing data management, organization and logistics coordination.
  • Troubleshooting data maintenance and equipment issues.
  • Identifying GIS technical issues and recommending specialized solutions.
  • Researching industry trends, solutions and best practices.
  • Developing and implementing software tools, models and other automated process enhancements.
  • Analyzing geospatial data and creating mapping products.
  • Authoring and preparing original reports, maps, technical documents and resource materials.
  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).
  • Providing customer service.
  • Utilizing a computer and relevant software applications.
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.

Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.

Working Conditions:
Work is routinely performed in an indoor, office environment.
