Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professionaltechnical work for complex acquisition and maintenance of digital data. Work requiresindependent judgment in managing multiple priorities and in coordinating workactivities tomeet established schedules and goals. Duties include specific tasks within five primary areas ofresponsibility: Project coordination, Advanced geospatial application development and productproduction, client services and support, GPS technology coordination, and Unmanned AerialSystems (UAS a.k.a. drone) operations.

Duties and Responsibilities:

  • Coordinates technical GIS projects to achieve desired goals with available resources;plans and organizes individual work; reports onprogress; makes recommendations; andimplements changes as needed•Assists in definition and procurement of new data
  • Performs sophisticated raster and vector-based GIS analysis and classification,asneeded
  • Produces sophisticated maps, reports, imagery and related GIS products and services asneeded
  • Designs and develops project specific GIS applications or processes requiringprogramming and or customization of GIS applications (i.e. Story Maps, ArcGISExperience Builder, ArcGIS Insights, etc.)
  • Designs, implements, and documents quality control measures for special projects,products, and services
  • Provides technical assistance to GIS Specialist and Technicians and to otherdepartments’ GIS users, departmental managers and administrators related to theirprojects
  • Develops, conducts and coordinates specialized GIS training sessions for GIS staff andother Tribal GIS users, and presents at GIS workshops
  • Evaluates new GIS technologies products and services
  • Assists the GIS Manager with recommendations for GIS products and services andpreparation of GIS budget
  • Assists GIS Manager with acquisition, interviews, and evaluation of GIS staff
  • Attends project demonstrations, seminars, workshops and other professional opportunities to maintain the necessary level of GIS and UAS (a.k.a. drone) expertise
  • Manage the Unmanned Aerial Systems (UAS) program to:
  • Seek out project work within the Tribe and serve as a liaison between externalorganizations such as local universities.
  • Plan, schedule, and oversee flights
  • Handle imagery processing and storage
  • Advertise and promote our program to other Tribal departments and thecommunity
  • Assist in preparation of UAS budget
  • Maintain list of inventory and equipment maintenance/replacement schedule
  • Identify potential grant funding opportunities and prepare proposals
  • Maintain GIS website using WordPress platform•Compose and publish monthly GIS newsletter using StoryMaps

Minimum Qualifications

  • Bachelor’s degree in GIS or a related field from an accredited college or university, plusat least two years’experience in GIS, preferably in a governmental setting. Combinededucational and professional background should involve at least four years ofincreasingly responsible experience in GIS and enterprise database management, or anycombination of experienceand education that would likely provide the requiredknowledge
  • Skilled in current Microsoft Windows Server version and XP Operating Systems, assupport for client-server GIS implementations
  • Must support the Coeur d’Alene Tribe’s: vision, mission, and core values per CdA Resolution015(2020).
  • COVID19 vaccination required–attach vaccination proof/card.
  • Must comply with allother Tribal Health Policies.
  • Knowledge of ArcGIS data models
  • Knowledge of ERSI software programming languages, including Visual Basic, SQL,Python, AML and Avenue.
  • Extensive knowledge ofofIntel-based computing hardware and TCP/IP networking, andperipheral devices such as large format plotters used in GIS applications
  • Extensive knowledge of ESRI’s GIS software products including ArcGIS Desktopprograms, ArcGIS Online, ArcGIS Enterprise Portal, ArcGIS StoryMaps, and other ESRIfield data collection apps
  • Ability and willingness to learn additional ESRI online application programs, as needed
  • Knowledge of raster compression and data storage software and methods
  • Skilled in the use of the Microsoft Office suite (Word, Excel, PowerPoint, Access,Outlook)
  • Extensive knowledge of the principles and practices of GIS, spatial analysis, remotesensing and cartography
  • Knowledge of GPS data collection and associated principles and practices
  • Knowledge of the principles and common standards for geospatial metadata•Knowledge of CAD software and file structures, as they relate to GIS applications
  • Knowledge of graphic editing software including Adobe Photoshop as they relate todesktop publishing and GIS applications
  • Knowledge of habitat conservation, natural resources, land management and municipalapplications for GIS
  • Ability to effective research published journals, trade magazines, texts, web pages andother sources to keep current with developments in the field of GIS
  • Ability to conduct effective oral and written presentations before Tribal Council, thepublic and other GIS professionals
  • Strong problem-solving skills
  • Comfort working on multiple projects simultaneously•Holder of current Part 107 Small Unmanned Aerial Systems license or ability to acquirewhile on-the-job.
  • Work load ranges from moderate to heavy. On occasion, you may be asked to performtasks not specifically listed within this position description.
  • Tribal wide. May include work for outside tribal, state and federal agencies, and thepublic.
  • Experience working with hierarchical organizations such as tribal, federal or state agencies orthe military.
  • Work is conducted both in a normal office setting and in a vehicle. Noise level ismoderate to loud, depending upon the employee’s location. At times may require fieldwork using GPS equipment in and near roadways and in remote road less areas.Occasionallifting of computers and their components weighing up to 70 lbs.
