GIS Analyst

This position is responsible for assisting in the management and development of the City's geographic information system (GIS).
Examples of Duties- Researches, tests, and implements new tools, techniques, extensions, applications, and online resources for improvements to the GIS.
- Maintains spatial data; performs database administration, data entry, editing and data manipulation; ensures data quality; applies and maintains data standards.
- Applies cartographic principles to produce maps, images and interactive applications.
- Develops new data layers, attributes, and databases.
- Establishes workflows, procedures, documents, guidelines and metadata for projects.
- Incorporates record surveys (as-built) into GIS by method of geo-referencing and hyper-linking drawings to utility features.
- Collects GPS data in the field and reviews observations submitted by field workers to update utility and other features.
- Maintains and continually upgrades knowledge of GIS functionality, principles, and practices.
- Provides data upon request to both public and private sectors.
- Performs related work as required.
MINIMUM QUALIFICATIONS
- Associate's degree or equivalent coursework from an accredited college or university in GIS, Geography, Information System Management or a closely related field with major course work in GIS. A Bachelor's degree is desirable.
- Two years of related experience.
- Demonstrated progress toward or completion of the Geographic Information Systems Professional (GISP) Certification, Esri Technical Certifications, or other relevant certifications.
- Possession of or the ability to obtain a valid Florida Driver’s License with acceptable driving record to the City insurance program.
- Equivalent combinations of education and experience may be considered.

KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of current GIS software and hardware.
- Knowledge of GIS concepts and methodologies, including scripting and automation
- Knowledge of federal, state, local laws and other data sources.
- Knowledge of database management principles.
- Knowledge of GPS, CAD, and asset management hardware and software.
- Skill in interpreting drawings, maps, plats, and surveys.
- Skill in the production of maps and other GIS products.
- Skill in prioritizing and planning.
- Skill in interpersonal relations.
- Skill in operating computers and job-related software programs.
- Skill in oral and written communication.
SUPERVISORY CONTROLS
The supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include mapping guidelines, digital data submission guidelines, GIS workflow guides, and department and City policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied technical GIS duties. The necessity of accessing data from a variety of sources contributes to the complexity of the position.
- The purpose of this position is to participate in the City's GIS development and maintenance operations. Successful performance helps ensure the accuracy of GIS information.

- Contacts are typically with co-workers, other city personnel, and the general public.
- Contacts are typically to exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- While performing the essential duties of this job, the employee is required to talk, hear, see, sit, reach, finger, grasp, and perform repetitive motion. The incumbent occasionally walks, stands, kneels, crouches, stoops, squats, and pushes, pulls, up to 25 lbs.
- The work is typically performed while sitting at a desk or table. The employee regularly lifts light objects and occasionally heavy objects up to 50 lbs. and distinguishes between shades of color.
- The work is typically performed in an office with occasional field work and exposure to extreme heat, cold or inclement weather.
