GIS Analyst or Senior GIS Analyst

About the Position
The GIS Analyst is responsible for the operation and maintenance of the District’s Geographic Information System (GIS) and work order management systems, and for providing a high level of technical support, and services to personnel in digital mapping and District asset management.

Essential Duties and Responsibilities include the following.   Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

  • Assist in the development, implementation and maintenance of the District’s specialized and dedicated GIS, work design, and work order management software and systems. 
  • Creates, maintains, and performs GIS workflows including extracting, transforming, and loading data; utilizes GIS software knowledge and operating tools for data management and analysis. 
  • Acts as a technical resource in assisting users to trouble-shoot and resolve problems with specialized internal and vendor ticketing systems; researches, coordinates, and recommends solutions.
  • Maintain and validate the data integrity and accuracy of the District’s GIS and work management systems with respect to customer data, electrical facilities and equipment by reconciling information gathered from various District documents, processes, employees and outside agencies.  Validating data may involve research in the field or in the office.
  • Participate in the evaluation and implementation of long-range planning goals relating to the District’s GIS and work order management systems and computer hardware and software requirements including upgrades, software, licensing, and reporting processes.
  • Produce, develop and deliver map products and related documents as requested for all departments.
  • Test, maintain, and monitor GIS programs, web applications, and mobile data collection systems, including coordinating the installation of GIS software on network computers, servers, and mobile devices.
  • Maintain technical documents.  Develop, document and revise system design procedures, test procedures, and quality standards.
  • Work independently as well as part of a team to ensure deadlines are met, supports the District’s GIS system by acting as a technical liaison for the GIS work group
  • Performs tasks as assigned by the GIS Supervisor to help meet District goals and expectations.
  • Support the district’s electric distribution analysis by creating, modifying, and updating reports using the District’s analysis processes, scripts, and models.
  • Enter new map data using hard copy graphics such as as-builts, CAD drawings, or digitally created job maps as well as through digitizing and data. 
  • Demonstrated ability to operate a variety of related office and field equipment such as GPS, mobile devices, digital cameras, and plotter printers.

Supervisory Responsibilities:  
This position has no supervisory responsibilities.
 
Education and/or Experience:
Associate's degree in geographic information systems, geography, planning or computer science; and a minimum of three (3) years of experience related to GIS systems; or equivalent combination of education and experience.  Utility experience preferred.
 
Certificates, Licenses, or Registrations:
Must have a valid Driver’s license.  ESRI Technical or GISP Certification preferred.
 
Computer Skills: 
To perform this job successfully, an individual must be proficient in MS Outlook, Excel, and Word.  Experience with ESRI, relational database management, and Internet-based applications preferred.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
 
While performing the duties of this Job, the employee is frequently required to walk, climb stairs, bend, reach, use hands to finger, handle, and feel, and sit for extended periods of time.  Occasionally required to lift and carry up to 40 pounds. Required to speak and hear clearly when communicating over the telephone and in person.
 
Work Environment: 
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to indoor and outdoor environments.  Outdoor settings include all types of property and site conditions including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites, and road rights-of-way.  The noise level in the work environment is moderate.
