The GIS Analyst (mid-level) is responsible for supporting the City’s Geographic Information System (GIS) program across the city. This position collects, manages, analyzes, and presents spatial data; develops maps and applications; and provides technical support and training to staff. The GIS Analyst works collaboratively with internal departments and external partners to ensure accurate, timely, and effective use of GIS to support operational, planning, and decision-making needs.
ResponsibilitiesGIS Program Support
- Coordinate GIS efforts across City departments to ensure consistent data standards, workflows, and best practices.
- Serve as a technical resource for GIS-related questions, data requests, and analysis needs.
- Support enterprise GIS environments, including ArcGIS Pro, ArcGIS Online, and related applications.
Data Collection and Management
- Collect, update, and maintain spatial and tabular GIS data related to utilities, infrastructure, parcels, zoning, land use, and municipal assets.
- Ensure accuracy, integrity, and proper documentation of GIS databases and metadata.
- Assist with GPS and field data collection using mobile GIS tools and applications.
Mapping, Analysis, and Applications
- Create and maintain digital and printed maps, dashboards, and spatial visualizations for internal and public use.
- Perform spatial analysis to support engineering design, utility operations, planning activities, and administrative reporting.
- Assist in the development and configuration of GIS web maps, apps, and forms to meet departmental business needs.
Collaboration and Customer Service
- Work closely with staff to understand workflows and translate needs into GIS solutions.
- Provide training and guidance to staff on GIS tools, applications, and data interpretation.
- Respond to requests for GIS data, maps, and analysis in a timely and professional manner.
Other Duties
- Perform related duties and responsibilities as assigned.
Education
- Bachelor’s degree in Geography, Geographic Information Systems (GIS), Computer Science, Environmental Science, Urban Planning, or a closely related field.
- Three (3) years of related GIS experience, or an equivalent combination of education and experience.
- Valid Class D Driver’s License or ability to obtain within a reasonable timeframe.
Other Required Knowledge, Skills, and Abilities
- Proficiency with ESRI GIS software and platforms, including ArcGIS Pro and ArcGIS Online.
- Working knowledge of GIS data management, spatial analysis, and cartographic principles.
- Familiarity with database concepts, including SQL and spatial databases.
- Experience with GPS and mobile data collection technologies.
- Ability to analyze problems, interpret data, and develop practical GIS solutions.
- Strong oral and written communication skills, with the ability to explain technical concepts to non-technical users.
- Ability to establish and maintain effective working relationships with staff, officials, and the public.
- Ability to prioritize and manage multiple projects with minimal supervision.

Working Conditions and Evnironment
- Works primarily in an office environment with occasional field work at utility sites, construction areas, or other work locations.
- Regular interaction with staff and occasional interaction with the public, requiring judgment, professionalism, and discretion.
