GIS Analyst

The GIS Analyst supports the GIS Division goals by providing mapping, geographic data, and technical support to the City administration, City staff, consultants, developers and the general public.  The GIS Analyst supports the City’s planning and development operations by creating, reviewing, updating, and publishing a variety of GIS datasets.

SUPERVISION RECEIVED AND EXERCISED
Receives direct supervision from the GIS Manager
Exercises no direct supervision 

ESSENTIAL JOB FUNCTIONS

Duties may include, but are not limited to, the following:

  • Supports City employees in the use of GIS web applications, programs, and databases in a coordinated departmental effort to expand GIS to other departments within the City;
  • Working with the GIS Manager to develop, review, and maintain the City GIS datasets;
  • Develop and maintain web based application and data collection tools.
  • Create and maintain automated programs for data ETL process on batch server.
  • Possess geocoding, georeferencing, data compilation, and geometry editing skills to maintain GIS datasets;
  • Compile geographic data from a variety of sources, City records, field observation, satellite imagery, and aerial photographs and existing maps;
  • Designing high-quality map and geographic products for output by the GIS system as exhibits for City administration and departments, as well as the various boards and commissions of the City;
  • Assists in the testing of field applications, and collection of field data to support the City’s GIS, including the use of Global Positioning System (GPS) equipment.

PHYSICAL REQUIREMENTS
For indefinite periods of time, position may require mobility within an office environment; exposure to dust/mites; sorting; sitting; seeing; grasping; filing; data entry; cleaning; reading; decision making; lifting and carrying up to 20 pounds; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person and by telephone; fine finger manipulation; operation of calculator, personal computer and typewriter; operation of a variety of office tools and equipment; and operation of a vehicle in City traffic.

QUALIFICATIONS
Must possess excellent verbal, writing, organizational, and interpersonal skills, a willingness to learn and grow professionally, and a passion for GIS technology.
 
Knowledge of:

  • Latest ESRI software - ArcGIS Pro V 3.1.0 and above
  • Enterprise database, file geodatabase, and ArcGIS Online applications
  • Entry level scripting skills including Python, SQL, and Arcade
  • Cartographic concepts and standards
  • Windows Office Software and applications – Microsoft Teams & SharePoint 

Ability to:

  • Multitask and effectively handle multiple projects and deadlines
  • Work effectively with all levels of City staff
  • Adapt to new processes and software changes

TRAINING & EXPERIENCE

  • Bachelor's Degree in Geographic Information Systems (GIS), environmental science, geomatics, or a closely related field is highly desired. Comparable combinations of education and experience will be considered.
  • Two to four years of relevant experience in GIS at the municipal government level is preferred.

LICENSES AND CERTIFICATES

  • Possession of a valid Texas Driver's License.
