GENERAL STATEMENT OF JOB

Serves as a senior-level technical expert responsible for advanced geospatial analysis, system administration support, data governance, and enterprise GIS solutions.

EXAMPLES OF WORK

• Leads complex GIS projects, develops automation workflows, supports web and mobile GIS applications, and provides technical guidance throughout the county.

• Performs advanced spatial analysis, modeling, and data integration to support organizational decision-making spanning many different departments and agencies.

• Designs, develops, and maintains key components of the enterprise-wide county GIS database, GIS datasets, services, and applications (ArcGIS Enterprise, ArcGIS Online, web maps, dashboards, and mobile apps).

• Develops or assists with developing automated workflows using Python, ModelBuilder, Arcade, and/or REST APIs to improve efficiency and data quality.

• May serve as a technical lead on county-wide GIS projects, including requirements gathering, solution design, implementation, and documentation.

• Ensures data integrity, accuracy, and compliance with established GIS standards, metadata requirements, and governance policies. Performs quality control reviews; ensures the technical integrity of data, the accurate input/coding of data, and the spatial accuracy of data.

• Collaborate with IT, database administrators, external vendors, and other county departments and agencies on system upgrades, integrations, and troubleshooting.

• Coordinates with external partners to define data management needs to include metadata, defining system requirements, and develops workflows.

• Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience: Bachelor of Science degree in Computer Science, Engineering, GIS, or related field; supplemented by a minimum of three (3) years progressively responsible experience in Geographic Information Systems, database administration, or application development; or an equivalent combination of education, training, and experience. Supervisory experience preferred. Expert knowledge of the ESRI Platform to include ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online and well versed in ESRI SDE and ArcGIS Server databases is required. Advanced understanding of GIS concepts including spatial analysis, geoprocessing, project management, projections, topology, relational databases, cartographic production, and database design and development required. GIS web-based experience developing and supporting online GIS applications, dashboards, and services required. Requires a strong understanding of GIS data standards, metadata, and quality control practices. Experience with Esri enterprise environments, and the ability to translate department needs into effective geospatial solutions required.

Licenses and/or Certifications: Requires a valid driver license.

OTHER REQUIREMENTS

Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines and related peripherals. Must be able to exert 20 to 25 pounds of force occasionally, or 10 to 25 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. Requires periodic walking and standing, with occasional bending and stooping. Physical demands are essentially those of sedentary work.

Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions, and the ability to explain technical concepts to non-technical users. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have strong problem-solving skills and attention to detail.

Numerical Aptitude: Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
