GIS Analyst II

Under the direction of the Manager, GIS the GIS Analyst II is responsible for the development/maintenance of all digital and hard copy maps, GIS SQL databases, Global Positioning Systems (GPS), geospatial analysis, Geographic Information System (GIS) web application development, ArcGIS Server/Portal administration and design. Demonstrates proficiency when using the enterprise GIS platform to build self-service GIS applications from within ArcGIS Portal, ArcGIS Server, and ArcGIS Online. Versed in troubleshooting of the ESRI enterprise GIS platform and are expected to be able to apply patches, assign licenses, and assist with upgrades in order to maintain the Enterprise GIS.

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

1.    Designs, develops, and maintains GIS map and web applications for paper and online distribution.

2.    GIS map composition  (includes meetings, project participation, GIS architecture design, hardware upgrades, enterprise GIS platform maintenance, including SQL databases, administration of ArcGIS Server and ArcGIS Portal and training).  Maintains a personal knowledge of GIS innovations and related hardware/software matters.
3.    Collects data and information from a variety of authoritative sources for the development and maintenance of the GIS databases. Creates, edits, and supervises Quality Assurance/Quality Control (QA/QC) geospatial data, including metadata documentation.
4.    Conducts data verification and fieldwork that may require the use of GPS technology.
5.    Creates statistical summaries, reports, and spatial analysis with GIS data.
6.    Performs preflight and postflight planning, flight operations, safety, and management of unmanned aerial systems.
7.    Performs other duties as assigned to support the efficient operation of the department.

 

 EDUCATIONAL, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s degree in Geography, or related field, with major course work in Geographic Information Systems is required.

  • Minimum of four (4) years practical work experience or four (4) years of practical work experience using ESRI software is required.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

  • Working knowledge of enterprise relational database management systems, specifically ArcSDE and Microsoft SQL Server.

  • Basic knowledge of GPS technologies and associated software.

  • Highly desirable experience writing, editing and troubleshooting Python scripts.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Experience using the ESRI Suite: ArcGIS Desktop 10.4 or later (ArcMap, ArcCatalog, ArcToolbox, ArcGIS Pro).

  • Must have ArcGIS Portal administration, design, and development experience.

  • Must have ArcGIS Server administration, design, and development experience.

  • Must have SQL relational GIS database administration, design, and development experience.

  • Must have working knowledge of PC applications: Windows and Microsoft Office (Access, Excel, Outlook, PowerPoint, and Word).

  • Hands-on experience with Global Positioning System (GPS) technology and field collection techniques is preferred.

  • Must have excellent problem solving, time management and verbal/written communication skills including ability to communicate effectively with external and internal stakeholders.

  • Ability to work as a member of a team and work with tight deadlines.

  • Must be able to mentor entry-level team members.

  • Logged flight hours with Unmanned Aerial Systems is preferred.

 

REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • ArcGIS Pro Professional certification is preferred.

  • Federal Aviation Administration (FAA) Section 107 UAV Sport Pilot License (Remote Pilot Certificate) is preferred.

  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

 

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

 

The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job.

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings, trade shows, and conferences.

  • Incumbents may be required to work evening, weekend and holiday shifts.

  • Must be able to work in a fast-paced, high-demand environment.

  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
