Under general supervision, this position performs duties which contribute to the development and support of GIS web applications and the creation of specialized thematic maps.  Performs needs assessment to GIS customers as assigned and develops solutions that may involve the following: modification or creation of computer-generated geographic files, utilizing GIS/CAD/GPS hardware and  software to collect/manage geographical data, the production of various maps/reports, create/maintain or enhance database structures. 
 
Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Supervises and directs assigned staff, processes employee concerns and problems.  
  • Directs and assists with day-to-day work; completes employee performance appraisals as assigned.
  • Develop ArcGIS Online web maps and applications as assigned.   
  • Meet with customers to determine needs and develop implementation strategies utilizing standardized application templates whenever possible to simplify future maintenance. Communicate potential solutions with supervisor.
  • Create specialized thematic maps for a variety of customers.  The focus of these maps may be  traffic counts, project status, utility maintenance frequency, and more.
  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections.
  • Utilizes word processing, database, computer aided drafting (CAD), geographic information system (GIS), mapping, graphics design, or other software programs.  
  • Determines the need for field surveys, decides and performs the appropriate method needed to complete the work.  
  • The individual occupying this position is expected to be self-motivated in finding new procedures or techniques to enhance their abilities to meet work goals. 
  • Provides lead guidance to other GIS staff who may be contributing to projects this position is responsible for.   
  • This position will be the leader for GIS projects of various size and complexity as assigned by the GIS Administrator in addition to performing more advanced Geographic Information System work
  • Develop city infrastructure data sets as assigned. Mapping, field activities, and analyze potential resources and creature strategies for completion.
  • Perform intermediate level geographic analysis using spatial data tools: mapping where things are, mapping the most and least, mapping density, finding what is inside, finding what is nearby, and mapping what has changed.  
  • Should understand basic feature attribute use and relationships as well as spatial data attributes and relationships.
  • Prepare or complete various GIS/map data forms as required using computer aided drafting (CAD) and geographic information system (GIS) software programs.  These assignments may include reports, correspondence, thematic maps, utility and utility as-built inventory maps, facilities maps, hurricane preparedness maps, road centerline files, statistical analyses, presentation materials, or other documents.
  • Operate and maintain data in the City geographic information system (GIS); update data in GIS enterprise database; enter data from various sources into GIS system.
  • Perform quality control checks on GIS data layers to ensure they meet specifications by inspecting graphic and attribute information to find logical inconsistencies with the data and to ensure data validity.
  • Assist the public and employees with the retrieval of all as-built documents and data through a database GIS mapping program, property appraiser’s website, clerk and comptroller website, various city plats, and aerial and map atlas.
  • Collect, store, update, manipulate, analyze, and display geographically referenced information; electronically manipulates data files by importing, exporting, creating, recalling, editing, or updating data; stores and/or retrieves archived data.
  • Communicate with supervisor, employees, other departments, users, user groups, consultants, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • Associates degree in survey/mapping, engineering, geography, computer science or related field.
  • Minimum of three (3) years' experience in GIS applications in a supervisory position. 
    Or, 
  • Bachelor's degree preferred. 
  • Two (2) years previous experience in GIS applications in a supervisory position.  

Ability to use highly technical computer applications, such as GIS or CAD.  Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience.  Ability to communicate effectively in oral and written form.  Ability to adapt to an evolving and continually improving environment.  Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
