GIS Analyst II

About the Job: As a GIS (Geographic Information Systems) Analyst II with the City of Colorado Springs Planning Department, you will play a key role in supporting land use planning, development review, and comprehensive planning initiatives through advanced geographic information systems (GIS) analysis, data management, mapping, and visualization. This position serves as the department’s primary GIS resource, developing and maintaining critical geospatial datasets, conducting spatial and demographic analyses, and creating maps, dashboards, and web applications that support informed decision-making. Working closely with planning staff, other City departments, developers, and the public, you will help translate geographic information into meaningful insights that guide growth, development, and community planning efforts across Colorado Springs.

This position is subject to budget required furloughs to be implemented in the 2026 calendar year.

As a GIS Analyst II, you will:

  • Develop, publish, and maintain accessible Esri ArcGIS Online content, web maps, Story Maps, dashboards, and other Esri GIS applications that support planning initiatives, public engagement, and access to planning information.
  • Develop and maintain public-facing GIS applications, Esri GIS tools, workflows, automated processes that improve planning operations, data accessibility, and organizational efficiency, and visualization tools that improve transparency and access to planning information.
  • Maintain and update planning-related geospatial datasets, including zoning, future land use, annexation, development activity, neighborhood, and other planning boundary layers.
  • Perform complex spatial, statistical, demographic, land use, housing, growth, and community development analyses to support planning studies, development review, policy evaluation, and decision-making.
  • Assist with integrating Esri GIS data and applications with planning, permitting, and development review systems, such as Accela, Bluebeam, and related platforms.
  • Support development review activities by preparing maps, exhibits, geographic analyses, graphics, reports, and presentation materials for public meetings and community outreach activities for land use applications and special projects.
  • Assist in the preparation and implementation of the Comprehensive Plan, neighborhood plans, corridor studies, and other long-range planning initiatives.
  • Perform quality assurance and quality control (QA/QC) on GIS data and related information sources to ensure accuracy, consistency, and reliability and provide technical support and training to GIS users within the Planning Department and remain current on emerging Esri GIS technologies, trends, and best practices.
  • Collaborate with Planning staff, IT GIS personnel, and other City departments to ensure effective data management, integration, accessibility, and consistency.
  • Ensure compliance with applicable federal, state, and local laws, regulations, policies, and procedures related to GIS data management and planning activities.
  • Other duties as assigned.

We are looking for candidates who demonstrate:
Knowledge of: 

  • Geographic Information Systems (GIS) principles and practices, including geospatial database management, cartography, spatial analysis, data visualization, and web-based GIS applications.
  • Parcel data, land records, plats, legal descriptions, and other geospatial datasets commonly used in municipal planning.
  • Applicable federal, state, and local laws, regulations, codes, and policies related to planning, land use, and GIS data management.
  • Esri ArcGIS Pro, ArcGIS Online, Experience Builder, Survey123, Dashboards, Story Maps, and related Esri technologies.

Ability to:

  • Develop, maintain, and analyze geospatial datasets and produce maps, dashboards, web applications, reports, and other decision-support tools.
  • Research, interpret, and apply land records, plats, legal descriptions, zoning regulations, subdivision plats, development applications, and planning documents.
  • Perform complex spatial, statistical, demographic, and land use analyses and effectively communicate findings to technical and non-technical audiences.
  • Work independently, manage multiple priorities, and exercise sound judgment in a collaborative team environment.
  • Establish and maintain effective working relationships with City staff, elected and appointed officials, developers, consultants, partner agencies, and members of the public.




Minimum Qualifications
  • Bachelor's degree in Geographic Information Systems (GIS), Geography, Geospatial Science, Urban and Regional Planning, Public Policy, or a closely related field.
  • Three years of full-time professional experience in GIS or a related field
  • Possess, or obtain upon hire, and maintain a valid, non-probationary driver's license not subject to restriction related to alcohol and/or drug violations or pending charges

  • Knowledge of urban and regional planning principles and practices, land use planning, zoning administration, development review processes, annexation procedures, and community development practices.
  • Experience with demographic, socioeconomic, housing, and growth-related analysis methods used to support planning and policy decisions.
  • Experience supporting municipal planning, land use, community development, or development review programs.
  • Experience developing GIS automation tools and workflows using Python, Arcade, SQL, ModelBuilder, or similar technologies.
  • Understanding and basic or proficient skills with the Adobe Creative Suite, specifically InDesign or similar graphic design application.
