Under general supervision, performs work of moderate difficulty in Geographic Information Systems (GIS) management, including design, maintenance, data analysis, interpretation, and modeling support. Performs other duties as assigned.

Please Note: This position is up to 75% remote work and 25% minimum in office time. When working remotely, 1-hour response time is required for urgent IT matters and is subject to change at any time.

This position will require the successful completion of a Criminal Justice Information Services fingerprint and background clearance within 90 days of employment, this must be maintained throughout employment. 

Typical Duties

(Illustrative Only)

  • Develops, designs, maintains, implements updates, and manages integrated GIS systems. 
  • Reviews, analyzes, and converts various maps, parcel records, and engineering documents into GIS. 
  • Utilizes scripting languages and creates GIS models. 
  • Uses various software and extensions to perform complex GIS analysis. 
  • Meets with users to analyze geographic information requirements and develop solutions. 
  • Research new technologies and methodologies for automating GIS solutions. 
  • Provides training or instruction to other County employees on GIS applications and practices. 
  • Supports users of GIS desktop systems by troubleshooting problems, installing systems, and configuring software. 
  • Participates in special projects to support GIS, including adding and developing new data layers. 
  • Creates maps displaying different themes to meet specific needs. 
  • Maintains system integrity and security.


Essential functions include but are not limited to: sitting and using repetitive hand-wrist motion for data analysis and computer work; working around and with other staff and county departments; working effectively in a remote office environment; communicating in ordinary conversation and technical presentations.

Minimum Qualifications

Bachelor's degree in geography, urban planning, environmental science, or related field, and two years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR

Associate degree in geography, urban planning, environmental science, or related field, and three years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR  

Four years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR  

Any equivalent combination of education, training and experience that demonstrates the ability to perform the duties of the position.

This position is non-exempt from overtime.

The candidate should be a creative problem-solver who enjoys challenges, with a demonstrated willingness to take initiative.


Preferred qualifications include experience building and maintaining mapping applications using ESRI's ArcGIS desktop or online platforms, managing and administering spatial and non-spatial data, within a traditional and branch versioned SDE database or File Geodatabase.

Knowledge, Skills and Abilities

Considerable knowledge of:

  • GIS software such as ArcMap, ArcPro, 3D Analyst, and Spatial Analyst 
  • Digitizing and data manipulation procedures, including advanced editing techniques 
  • Database design, computer system design, network concepts, testing procedures, backup and recovery, and security processes 
  • GIS programming and customization techniques 
  • Statistics and spatial data analysis

Working knowledge of:

  • Governmental budgeting and purchasing policies
  • Cartographic principles and methods

Ability to:

  • Analyze complex data and problems, recommending systemic improvements 
  • Acquire and stay current with new technology trends 
  • Prepare and maintain complex reports and records 
  • Establish and maintain effective working relationships with employees, other agencies, and the public 
  • Work safely and promote a culture of workplace safety 
  • Follow written and oral instructions 
  • Work independently or as part of a team to prioritize tasks and develop contingency plans for multiple projects 
  • Communicate effectively, both verbally and in writing
