GIS Analyst Overview:

Under the supervision of the DevOPS manager, within the Operation and Technology Services Division, the GIS Analyst is responsible for analyzing, interpreting, producing and managing geospatial data, using specialized software tools.


A successful candidate will effectively communicate findings by preparing comprehensive reports, precisely crafted charts and visually informative maps, ensuring that the information is presented in a manner that is easily understandable and concise.

This position will work with public facing visualizations and there may be situations in which time sensitive analysis and support is required.

Duties & Responsibilities:

  • Collecting and analyzing geographic data from various sources, including satellite imagery, aerial photography and field surveys.
  • Updating and creating various multi-layered geoboundary maps for healthcare analysis.
  • Familiar with bivariate, choropleth, histogram and other types of visualizations.
  • Knows how to access ESRI public data sources and combine with customized in-house data sources to create a cohesive public health vision.
  • Works with key stakeholders and technical analysts to understand intended goals and collects the technical requirements to produce the results for those goals.
  • Provides collaborative, technical and troubleshooting skills to build and maintain large ArcGIS visualization HUBs, including the automation of data collection, troubleshooting AGO services and data anomalies, and maintenance of the accuracy of source data.
  • The GIS analyst creates and maintains libraries and data stores containing ArcGIS elements, including shapefiles, layers and GIS licensing for various ESRI modules.
  • Other duties as assigned, including special tasks involved in responding to an emergency event.

Requirements

Education:

  • Bachelor's degree in geography, geomatics, computer science, or a related field.

Experience: 

  • At least one (1) year of experience with ArcGIS tools/module.
  • At least one (1) year of experience with either ArcGIS Pro or ArcGIS Online.
  • At least one (1) year of experience with coding tools (R, SQL, Python).
  • At least one (1) year of experience in creating dashboards (PowerBI, ArcGIS, Tableau).
  • At least one (1) year of experience working with a data supply chain (data collection, cleaning, wrangling, transformation, storage and consumption).

Knowledge, Skills & Abilities: 

  • Geographic knowledge: A strong understanding of geography, including knowledge of different types of maps, coordinate systems, and geospatial data.
  • GIS software skills: Should be proficient in using GIS software (ArcGIS, QGIS, MapInfo) to create appealing and informative maps and visualizations.
  • Data analysis: Should be able to analyze and manage large amounts of data, by conducting data cleaning, validation, and manipulation.
  • Project management skills: Should be able to manage projects effectively, including developing project plans, timelines and schedules.
  • Communication skills: Should be able to communicate effectively with team members, stakeholders, and clients through reports, presentations, and other forms of communication.
  • Attention to detail: Should be detail-oriented, possessing a high level of accuracy in data analysis and map production.
  • Problem-solving skills: Should be able to identify and solve problems in data analysis and GIS software.
  • Software Development Lifecycle (SDLC): Should understand coding/development best practices, including Agile methodologies (Scrum, Kanban).
  • Experience with healthcare processes, terminology, and definitions is a plus.

General Information

Position Type, and Typical Hours of Work: 

  • Full-Time Exempt | Grant Funded
  • Monday – Friday | 8:00am-5:00pm.
  • 40 hours/Week.
  • Other days and hours as necessary.

Work Environment: 

  • Generally this job operates in a professional office environment with some field/site work as needed. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Occasional site visits to offsite operations may be required.

Physical Demands: 

  • This is a largely sedentary role; however, some duties would require the ability to lift up to 20 pounds and bending & standing for periods at a time.
