The Position

OPEN/PROMOTIONAL EXAMINATION - ONE YEAR PROBATIONARY PERIOD

Under general direction, this mid-management classification performs technical work in the maintenance of computerized data for Geographic Information System (GIS) and associated functions; performs input, editing designs, analyzes, and maintenance of GIS data sets; automates routine GIS tasks and other computer language scripting; generates a variety of maps and reports and performs related work as required; helps in collection of GPS data for City infrastructure. This current vacancy is for the Water Engineering Division of Glendale Water & Power. 
 
Essential functions of the job include, but are not limited to, the following:
Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.
Assists in the design, implementation, and maintenance of the City’s GIS databases.

Demonstrate knowledge and ability to operate ESRI based products, GIS/CAD conversion tools and functionalities, and other related conversion tools in support of maintaining City infrastructure GIS databases.
Support, maintain, and enhance the City’s GIS databases and related applications using GIS and associated software.
 
Develop custom GIS queries and perform detailed spatial and data analyses to meet departmental needs.

Collect, analyze, update, and maintain collected field attributes, tabular, and spatial data for updating water infrastructure layers including attachment of associated scanned drawings.  
 
Utilize GPS equipment to collect geographic information of water infrastructure in the field; locate City assets, resolve accuracy issues using GPS and integrate GPS data into GIS database.

Read and interpret civil engineering plans and specifications in order to maintain a database according to Department GIS conversion standards for the collection of water infrastructure.

Scan and digitize record drawings and project files and create GIS data layers and attribute databases from the extracted data.

Generate GIS products including maps, geodatabases, shape files, graphics, tables, and reports to meet City and customer requests; research and respond to customer requests for information. 

Use GIS software to geo-reference digital maps to align with real ground locations based on applicable data. 

Develops, implements, and maintains GIS applications, including upgrades and program modifications.
 
Builds various maps and mapping applications using appropriate GIS tools.
 
Researches, analyzes and evaluates hardware and software products for use in the geographic information system.
 
Apply advanced Geographic Information System (GIS) concepts and analytical techniques using enterprise GIS environments, including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and related Esri tools.

Provides backup support to other GIS staff in the performance of their duties; assists senior staff in testing GIS applications, software packages and utilities.
 
Collects field data using GPS or other equipment as needed; may assist in training and mentoring new GIS users, as needed.

Provides training and assistance to all City staff on GIS functions and applications. 

Communicate clearly and effectively, both orally and in writing, and establish and maintain positive working relationships with colleagues, stakeholders, and partner agencies.

Ensures organizational acceptance of new technological systems.
 
Drives on City business.
 
Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.
 
Performs other related duties as assigned or as the situation requires.

Minimum Requirements

An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.


Experience
Four years of recent work experience designing, implementing and maintaining GIS databases and applications.
Experience designing, implementing and maintaining GIS database and applications for civil engineering is highly desirable. 
Professional GIS experience in water engineering is highly desirable.

Education/Training
A Bachelor's Degree in Geographic Information Systems (GIS), Geography, Engineering, Cartography, Computer Science or a related field.

License(s)/Certification(s)
Valid California Class C driver's license.
Geographic Information Systems Professional (GISP) Certification and/or Esri Technical Certification is highly desirable.

Knowledge, Skills & Abilities
Knowledge of:
Advanced automation systems and applications.
Cartography and GPS data collection.
Available sources of GIS data and how the City can leverage that data.
Geographic Information Systems (GIS) and proficiency with the ArcGIS suite.
GIS spatial analysis techniques and database design principles.
Mapping, engineering, and surveying practices.
Database administration (Microsoft SQL and Oracle) as it relates to GIS and related applications
Principles of management, supervision and training.
 
Skill in:
Marketing new technological systems and applications to end-users.
 
Ability to:

Promotional Eligibility

Any City of Glendale employee who meets the minimum qualifications for this position, has completed probation or six months of City employment, and is occupying a permanent full-time classification on file in the Human Resources Department.  Hourly City employees may be considered, provided that they furnish proof of continuous employment immediately preceding the final filing date, which would equal a minimum of six months of full-time service or 1040 part-time hours.  (Civil Service Rule VIII 4-E).

Selection Process

EVALUATION OF APPLICATION: Submitted Application will be reviewed to ensure applicants meet the minimum requirements. Only the most qualified applicants will be invited to participate in the selection process.

Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and personal fitness for the position.
