The GIS Analyst is a critical role within the GIS Division of the Planning & Development Services Department. This position provides primary GIS support to the Public Works Department and works closely with other departments under the County Commissioners. The position will support the development, maintenance, and enhancement of the County's geographic information system (GIS), ensuring accurate data collection, mapping, and analysis. This position reports directly to the GIS Manager and plays an essential role in facilitating data-driven decision-making through GIS technology.
Essential Job FunctionsGIS Data Collection and Database Development:
- Perform data collection, database development, and mapping design work to support GIS operations.
- Update, maintain, and ensure the accuracy of digital data tables, graphics, and GIS datasets used for research, planning, and decision-making.
- Create and maintain maps, reports, and GIS data sets for presentation and decision-support purposes.
GIS Analysis and Support:
- Conduct GIS analysis to support the needs of County departments.
- Provide technical assistance to County personnel and handle customer service requests related to GIS data and applications.
- Ensure GIS data is available, accurate, and accessible to staff and stakeholders.
Collaboration and Communication:
- Establish and maintain effective working relationships with colleagues, other agencies, and the public.
- Communicate complex GIS concepts and data in a clear, concise, and effective manner, both in writing and orally.
- Maintain confidential records and correspondence related to GIS work and projects.
PHYSICAL REQUIREMENTS: The GIS Analyst position requires the use of hands and fingers with dexterity to operate GIS equipment and software. The role demands good vision and hearing with or without correction and may involve periodic walking and standing, kneeling, bending, and squatting during field visits. The ability to traverse undeveloped or uneven grounds during site visits at job sites or special facilities is also essential. Employees in this position must be able to lift and carry up to 50 pounds occasionally and 25 pounds frequently. Additionally, the GIS Analyst must be capable of operating a County vehicle when necessary.
ENVIRONMENTAL CONDITIONS AND WORK HAZARDS:The GIS Analyst is primarily office-based, with nearly constant work inside an office in a sedentary posture. Occasional field visits to unimproved and improved development sites, agricultural areas, and wilderness areas may occur. Fieldwork may involve exposure to variable weather conditions, including heat, dust, and excessive noise, particularly in construction and development areas. The work environment may also include hazardous situations when working in or around construction operations. Safety equipment, such as hard hats and safety vests, may be required during field inspections and project evaluations.
SAFETY EQUIPMENT & PERSONAL PROTECTIVE EQUIPMENT (PPE):
Employees are required to adhere to all safety protocols and utilize appropriate safety equipment and personal protective equipment (PPE) provided to ensure a safe working environment. Specific requirements include:
- Mandatory PPE: Employees must wear designated PPE, which may include safety goggles, gloves, hard hats, hearing protection, and respiratory masks, depending on the tasks performed.
- Safety Training: All employees will receive training on the proper use and maintenance of safety equipment and PPE to minimize risks and ensure compliance with safety regulations.
- Inspection and Maintenance: Employees are responsible for regularly inspecting their PPE for wear and tear, and reporting any damaged equipment to their supervisor for replacement.
- Emergency Equipment: Familiarity with the location and use of emergency equipment, such as fire extinguishers, first aid kits, and eyewash stations, is required.

County employees are considered essential personnel in providing and continuing services to our community during and following a disaster, such as a hurricane, or in other emergency situations. As a requirement of County employment,County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator. During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

QualificationsCandidates should possess a solid foundational background that demonstrates their ability to engage with the responsibilities of the role effectively.
- Bachelor’s degree from an accredited college or university in Computer Science, GIS, Planning, or a closely related field. A minimum of five (5) years of experience in relational database development, GIS analysis, and application operations may substitute for required degree.
- At least two (2) years of experience in relational database development, GIS analysis, and application operation.
- Experience with GIS software, including ESRI ArcMap, ArcGIS Pro, and ArcGIS Server.
- Knowledge of Microsoft SQL Server databases and the ESRI Product Suite (ArcGIS, ArcSDE, etc.).
- Familiarity with public safety and emergency management principles and practices.
- Experience with JavaScript/HTML5 application development on the ESRI ArcGIS platform is a plus.
- Ability to work well under pressure with fixed deadlines and communicate effectively with the public and team members.
- Must possess and maintain a valid Florida Driver's License and good driving record.
Pay Grade: G203
Driving Position: Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification, level 2 background screening which includes fingerprinting and Criminal Justice Information System (CJIS) clearance. CJIS clearance is authorized by the Sheriff’s Department and involves a thorough criminal history review.
