Performs highly skilled administrative and technical activities to support the City's GIS software and infrastructure to include security, safety, operations, programming, analysis, and training. Assist with system enhancements, upgrades, data and application development, and adherence to established GIS policies and standards. Create, compile, manipulate, and analyze different forms of geospatial and related data and produce custom deliverables that meet client requirements. Serve as the leader of certain third-party applications including performing technical support, skilled work installing, operating, and using the application, providing training, consultation, and assistance to end users. Assist in developing and documenting GIS policies, procedures, plans standards and workflow enhancements. Familiar with hardware and software requirements for new purchases and maintenance of existing applications and peripherals.
Examples of Duties- Create and update various GIS data sets for enterprise-wide City business operations according to normal update cycles and on demand requests. Perform regularly scheduled data updates according to established procedures for data sets such as parcel polygon, tax roll, EOC, school and utilities. Develop, implement and maintain quality assurance and quality control tools and programs to ensure data meets established standards. Research and propose new ideas for automating data development, editing and analysis. Examples of data set updates bi-weekly update of the property appraiser data, the annual update of the EOC data sets and the as needed updates to City facilities data sets.
- Assist in the design and administration of the GIS infrastructure by keeping software versions current, reviewing performance logs, supporting end users, and maintaining accurate and current documentation of the platform. Deploy service packs, upgrades, and new functionality in both client and enterprise applications. Coordinate with database admin to ensure proper management of the geospatial database. Participates in the long-term development and enhancement of the GIS infrastructure to meet department and organizational goals and objectives. Examples of assisting in administration of the GIS infrastructure is the administration of the City's ArcGIS Online application, the annual upgrading and maintaining of the ArcGIS Enterprise application and weekly compression done to the enterprise geodatabase.
- Perform IT application support by leading the support for some third party, GIS related applications. Works with the end user to define business needs and system requirements. Research, analyze and evaluate applications for inclusion in the environment and integration with GIS. Leads and participates in applications deployment, maintenance, and enhancements. Provides support to end users of the application and ensures integration with GIS is optimal and following best practices. Examples of third-party applications support provided by GIS is the daily administration of the enterprise asset management, code compliance, building permit, computer aided dispatch, utility billing, and backflow applications.
- Performs spatial analysis on geographic data for evaluating the geographic suitability of certain locations for specific purposes, estimating and predicting outcomes, interpreting and understanding change, detecting important patterns hidden in your information, and cost optimization and efficiency. Thorough knowledge of GIS data sets in the enterprise and available externally for business operations. Demonstrate the ability to understand data and maps related to answering a specific question and supporting end users and business operations. Examples of GIS analysis to be performed are the bi-annual roadway resurfacing analysis, the bi-annual communication service tax analysis, and the as needed analysis of the property assessment data from the property appraiser.
- Evaluate end user needs to develop and maintain effective web maps, services, and applications. Prepare and update GIS products such as maps, online applications, and exhibits. Perform quality assurance and quality control procedures on final GIS products according to established standards and procedures. Provide technical expertise and support to users as it relates to creating map products and online applications, performing queries, accessing reports as well as other system functionality. Perform work with advanced cartography, linear asset mapping concepts, and land mapping concepts. Examples of GIS products produced are the as needed updates to the fire and police map books, the continued curation of the GIS web apps and maps gallery and technical assistance provided to GIS end users as they create their own data and maps.
- Facilitate the research, development, and implementation of new and emerging GIS technology. Interact with stakeholders to advise and develop strategic solutions to integrate GIS technology with other business platforms. Use advanced knowledge and application of GIS capabilities, identify and recommend emerging technologies to be assimilated, integrated, and introduced to business operations. Assess the requirements and existing processes to develop and launch automated solutions to common challenges in the collection, editing and maintenance of geospatial data including scripting for geoprocessing tasks, advanced querying, data interoperability and reporting. Continuously strive to develop technical skills necessary to meet City goals and objectives.
- Responsible for the maintenance and creation of address point and street centerline data sets critical to the operation of dispatch, public safety and building permit and code compliance applications in the city. Create the technical specification for creating addresses based on the address grid and existing surrounding addresses. Develop workflow instructions for internal use to train other staff in the maintenance of the data. Performs complex, detailed data set processing and editing, complete final clean-up and accuracy checks to ensure address or street updates behave as expected and desired. Develop automation procedures for loading spatial data using scripting, data modeling and attribute mapping. Manage the defined workflow routines, perform data set enhancements and upgrades, and monitor adherence to GIS standards.
- Provide expertise, guidance, and support to the acquisition, operation, and maintenance of GIS related hardware. Assist with the use of a plotter, GPS equipment, drone, laser range finder and other similar devices. Assist the stakeholder in determining system requirements and optimal workflow to provide the best recommendation of solution. Provide technical consultation, ensure firmware and software updates are installed and troubleshoot problems in the operation and management of the device. Examples of peripherals to manage are the large format plotters in various departments, staying current with the latest GPS technology and ensuring proper maintenance contracts are active and current.
- Bachelor's degree supplemented by five (5) years of experience.
- Geographic Information System Professional (GISP), Esri technical certification is preferred.
- Required to have a working vehicle, as the job requires traveling to various city locations and facilities on an as-needed basis.
