GIS Analyst
 Pay: $43.09 - $55.88 per hour, DOQ
 Full-Time, Non-Exempt, Benefit Eligible

Essential Position Functions

GIS Operations and Support

  • Support the administration and maintenance of the City’s GIS architecture, including ArcGIS Enterprise and enterprise geodatabases.
  • Assist the GIS Supervisor in maintaining system performance, reliability, security, system upgrades, enhancements, and implementation of new tools.
  • Support and troubleshoot integrations between GIS, other City business systems, GIS applications, services, and data.
  • Support daily GIS operations, including responding to service requests and troubleshooting issues.
  • Identify opportunities to improve efficiency in GIS and asset management processes.
  • Assist in tracking performance metrics, reporting on GIS activities, and maintaining standard operating procedures for GIS workflows.

 Applications, Data & Analysis

  • Design, configure, and maintain GIS applications such as web maps, dashboards, and field solutions.
  • Translate departmental business needs into practical GIS solutions.
  • Create and maintain high-quality GIS datasets and documentation.
  • Perform spatial analysis and produce maps and data visualizations.
  • Support development of scalable, repeatable application templates and workflows.
  • Contribute to improving user experience and accessibility of GIS tools.
  • Ensure data integrity, accessibility, and usability.

Cross-Department Support & Enablement

  • Work with department GIS leads and the GIS team to identify needs, prioritize efforts, and support project delivery.
  • Provide training, guidance, and support to GIS users of varying experience levels.
  • Help departments integrate GIS into daily workflows and business processes.

Data Management & Asset Integration

  • Create, maintain, and support authoritative GIS datasets.
  • Ensure data quality, consistency, and alignment with established standards.
  • Support integration of GIS data with asset management systems and workflows.
  • Assist with development of data standards and documentation.

Program & Project Support

  • Support the GIS Coordinator in implementing operational priorities and standards as part of the City GIS governance model.
  • Work with departments to understand business needs and implement GIS solutions.
  • Assist with coordination and tracking of GIS-related projects.
  • Contribute to documentation, SOPs, and continuous improvement initiatives.
  • Provide training and support to GIS users across the organization.
Minimum Qualifications
  • Bachelor’s degree in Geographic Information Systems (GIS), Computer Science, Geography, Surveying, or a related field; or a technical program certificate with at least four years of experience using Esri GIS or comparable software.
  • Two (2) years of experience with Municipal GIS programs.
  • Four (4) years of experience with Esri GIS technologies (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise).
  • Three (3) years of experience working with enterprise geodatabases or equivalent.
  • One (1) year of experience administering an ArcGIS Enterprise environment.
  • One (1) year of experience with GIS scripting or programming (e.g., Python, Arcade, or JavaScript).
  • Two (2) years of experience with GPS or field data collection workflows.
  • Two (2) years of experience with relational databases (e.g., SQL Server)
  • Two (2) years of experience with project coordination.
  • Two (2) years of experience using Microsoft Office Suite.
Things that may help you be successful in this role
  • Four (4) years of experience with Municipal GIS programs.
  • Four (4) years of experience with GIS scripting or programming (e.g., Python, Arcade, or JavaScript).
  • Two (2) years of experience supporting asset management systems.  
  • Experience administering ArcGIS Enterprise.
  • Experience with administering GIS architecture in a cloud environment.
  • GISP or ESRI technical certification.
  • Project management experience.
