The GIS Analyst within the Charlottesville Department of Utilities performs intermediate technical analysis and data development work to advance Geographic Information System (GIS) solutions assisting in the implementation and advancement of GIS initiatives and programs. Work is performed under general supervision and reports to senior staff based on assigned department.

The preferred hiring range for this position is between $28.97 - $35.61 ($60,257.60 - $74,068.80 Annually). Starting offer is based on applicable education, experience, and internal equity. - The City of Charlottesville manages its own retirement system which offers both a defined benefit and a defined contribution option. While the City does not participate in VRS, the City has a Portability Agreement with VRS and there are certain provisions that must be met. - Assists in the management of department/division GIS layers and related data.
- Assists in the creation of ArcGIS online or portal for ArcGIS applications.
- Identifies and compiles business data from a variety of sources and integrates with GIS data to meet department/division needs.
- Performs analyses that cross-reference multiple jurisdictional geospatial, financial and demographic datasets to make recommendations of actions and profile insights that assist department superiors in decision-making process.
- Identifies inefficiencies in processing workflow for updates and changes to applicable GIS data. Communicates findings with subject matter experts and incorporates their input to design solutions to efficiency breakdowns.
- Performs GIS analysis using mapping, GPS, and other related tools.
- Creates and updates models; and designs daily and periodic GIS workflows to improve data integration efficiency and quality.
- Collaboratively assists with decisions regarding implementation and design of digital and web-based geographic information system tools or apps to be used by field operations crews or others to improve the efficiency of asset management recordkeeping.
- Assists and trains other users with hardware, software, and workflow processes.
- Utilizes GIS tools and data to improve the development of business processes within the department/division.
- May conduct plan reviews of projects for compliance with standards.
- Ensures compliance with relevant data standards, policies and regulations.
- Assists in the development of automated data management routines.
- Remains knowledgeable about emerging GIS technologies and industry developments.
- Communicates effectively with customers, contractors, and others to provide a better understanding of the data and/or to obtain updated information.
- May perform field work to verify and/capture accurate information and data.
- Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
- Regular and reliable attendance.

- Assists with various projects to improve department or program efficiency.
- Performs additional duties to support operational requirements as apparent or assigned.
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- Bachelor’s degree in GIS, geography/cartography, planning, computer science, civil engineering or related field of study AND 1 year of experience using/analyzing GIS data (or other related database management with GIS familiarity).
- Associate degree in GIS, geography/cartography, planning, computer science, civil engineering or related field of study AND 3 years of experience using/analyzing GIS data (or other related database management with GIS familiarity).
- High School diploma or GED AND 5 years of experience using/analyzing GIS data (or other related database management with GIS familiarity).
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses/Other Requirements:
- Must obtain and maintain a valid Virginia Driver’s License and acceptable driving record according to city criteria.
- Must obtain and maintain all certifications required by applicable federal, state and local regulations.
- Required to successfully pass a pre-employment background check and pre-employment drug screen.
- Depending on assignment, position may be subject to federal DOT drug and alcohol testing regulations.
Knowledge, Skills, Abilities and Other Characteristics
Job Knowledge
- General knowledge of planning, zoning, and building code terminology OR utilities (gas/water/sanitary sewer/stormwater) and construction.
- Thorough knowledge of principles, practices, concepts, and techniques of Geographic Information Systems (GIS).
- Thorough knowledge of applications/software used in GIS analysis, including but not limited to Microsoft Office, databases, programming languages, development tools, and others.
- Knowledge of documentation and recordkeeping best practices, as well as applicable federal, state, and local policies, programs, and regulations.
- Basic knowledge of Cartographic principles.
Reading
- Intermediate: ability to read and understand multi-step instruction manuals, reference materials, and construction related documents. Reviews documents for professional, technical and content errors, and may be called on to review and revise more complex documents. Analyzing and extracting information from site plans, record drawings and engineering documents.
Writing
- Intermediate: ability to organize data and write clear and concise reports, business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Proofs own work to ensure accuracy and presentation of final product. Presents written information in a clear and understandable format.
Math
- Intermediate: ability to deal with number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement. Data analysis and entry, mapping, digitization, geoprocessing, and interpretation.
Communication Skills
- Intermediate: Ability to establish and maintain effective working relationships with others. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
Independence and Decision-Making
- Requires General Direction: normally performs the job by following general instructions or established standard operating procedures and/or policies. There is some discretion when making decisions among a few easily identifiable choices of the appropriate procedure or policy to apply to duties. Performance is reviewed frequently.
Technical Skills
- Skilled: comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the assigned and apparent job responsibilities. Skills in using Microsoft Office applications, GIS mapping, GPS, AutoCAD, and Esri software suite navigation/utilization including ArcPro, ArcCatalog, Enterprise apps (Survey123, Field Maps, Workforce, Dashboards, etc.) Utilizes Esri, Trimble, Asset Management, and additional open-source software systems and tools.

Work Environment
- Work is performed in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.
- May visit field sites, which may involve exposure to adverse outdoor weather conditions, uneven terrain, moving mechanical parts, traffic movement, and roadway safety hazards, and fumes/airborne particles.
- Expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned.
- Noise level will vary from moderate to loud depending on the work site.
