General Description and Classification Standards:
Designs, develops, modifies, debugs, and evaluates programs for GIS systems. This is the Senior level for this job family. This is a fully seasoned professional level capable of independently carrying out most assignments typical of the profession. This level would be attainable by multiple incumbents in a work group (not necessarily by all), but would not be an "automatic" promotional level.
Supervision Received:
Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.
Essential Duties and Responsibilities:
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
- Carries out GIS system design, modification, or updates for complex and extensive GIS environments. Assignments and areas of responsibility may be complex and diverse.
- Analyzes existing programs or formulaic logic for new systems, devises logic procedures, prepares flow-charting, performs coding, and tests/debugs programs.
- Commonly leads a project team in planning and executing GIS system design and implementation.
- Develops conversion and system implementation plans.
- Prepares and obtains approval of system and programming documentation.
- Recommends changes in development, maintenance, and system standards.
- Selects from multiple procedures and methods to accomplish tasks.
- Establishes work methods, timetables, performance standards, etc.
- Routinely provides work group leadership, guidance, and/or training to less experienced staff.
- Acts as team lead on large projects.
- Collects and handles data, provides mapping services, performs technical research and analysis, and coordinates activities.
- Analyzes and evaluates processes for utilizing computer-aided design and drafting software, CAD geographic information system extensions, and other related software and hardware to support engineering and facilities management processes, analyses, and reporting capabilities.
- Reports problems, mistakes, and concerns to the proper department or client.
- May train users in conversion and implementation of system.
- May perform other duties as assigned.

Minimum Qualifications:
Education and Experience - Bachelor’s Degree in GIS, Geography, Computer Science, Engineering, or related field; and two (2) years of specific GIS work experience.
Licensures and Certifications - None required.
Preferred Requirements - Master’s Degree in GIS, Geography, Computer Science, Engineering, or related field with five (5) years of experience.
Work Environment:
Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with the job.
Lifting Requirements:
Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Work Schedule:
This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
