Description

The purpose of this position is to maintain and analyze data and data layers in the geographic information system (GIS) database, to create and maintain a variety of maps, and to provide customer service regarding the same for an assigned department. This is the entry level for the GIS Analyst series.  Incumbents begin working on routine data analysis and map creation and work towards handling more complex data analysis and map creation.   

Examples of Duties
  • Maintains geospatial database; collects data from field notes, maps, legal/court records, computer databases, property surveys, hardcopy materials, or other sources as needed; verifies and updates information; converts data sets from other formats; converts map data to digital format using GIS software; maintains the system by cleaning-up and manipulating files and data as necessary; and produces various reports and plans.
  • Analyzes geographic data; queries databases for analytical information and conducts analysis of data sets; and produces digital statistics; conducts research of maps, legal/court records, computer databases, Internet sites, hardcopy materials, or other sources as needed; and collects and organizes data for report generation. 
  • Composes and produces presentation-quality maps and plots; analyzes, integrates, and displays different kinds of geographic data utilizing GIS; determines the details of the map to be shown; consults with requesting department or customer to identify needs; designs cartographic appearance including size, scale, legend, and map elements; and identifies the most current data to use. 
  • Performs mapping functions; performs graphic editing, line cleaning, topology building, and database updating; converts data sets from other formats; converts map data to digital format using GIS software; digitizes hardcopy materials and information; ensures that individual map sheets are accurately attached and linked to the system; processes GIS data for maps; and performs accuracy checks and quality control tasks to help ensure the integrity of the system, data sets, and maps. 
  • Provides assistance in support of the design, update, and maintenance of departmental GIS data sets and layers; coordinates data updates with department staff; and utilizes industry standard notation and tools for database design, presentation, and schema updates.
  • Provides customer service; receives and responds to requests for data and information; provides information and answers questions; conducts research; troubleshoots system and application problems and recommends solutions; trains end-users; and coordinates with other local government representatives for data exchange and problem resolution. 
  • Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession; reviews professional publications, technical manuals, and websites to increase knowledge of GIS operations; and attends conferences, workshops, and training sessions as appropriate. 
  • Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records. 
  • Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, presentation, mapping, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions. 
  • Communicates with supervisor, other County employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Performs other related duties as assigned. 
Minimum Qualifications

Education and Experience:

Requires a bachelor's degree in Geography, Information Systems, or related field; and three (3) years of related experience in mapping, database maintenance or related field, or equivalent combination of education and experience. Experience with ArcGIS Server Manager and/or other GIS software or tools, such as MicroStation, CAD or QGIS Desktop highly preferred.

 

Licenses or Certifications:

Must possess and maintain a valid Georgia driver’s license.

Knowledge, Skill, Abilities / Supplemental Information

Knowledge, Skills, and Abilities: 

  • Knowledge of local government operations, mapping related programs, policies and plans, and modern office practices and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.
  • Knowledge (in-depth) of geodatabase design, management, and versioning.
  • Ability to meet and deal with employees and the public in an effective and courteous manner.
  • Ability to get along with others, and work effectively with the public and co-workers.
  • Ability to work flexible hours, including evening meetings.
  • Ability to multi-task and work within deadlines.
  • Ability to deal with confidential and sensitive matters.
  • Ability to work with and process payments for accounts within the HR budget and department.  
  • Ability to use computers for data entry, word processing, and accounting purposes. 
  • Ability to operate a copying machine. 
  • Skill in the use of ArcGIS Server Manager
  • Skill in the use of GIS software or tools, such as MicroStation, CAD, or QGIS Desktop.
  • Skill in the use of ArcGIS Pro and a strong understanding of its advanced features.

 

PHYSICAL DEMANDS

The work is sedentary work which requires exerting up to 20 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.
