The Office of Energy (OEN) strategically guides Louisiana’s energy landscape through thoughtful policy development, innovative technology integration, and comprehensive energy planning. The Office fosters innovation through partnerships, supports grant administration, and facilitates outreach and education activities. Going forward, OEN integrates program development, rulemaking, stakeholder engagement, and energy planning into a single hub that drives Louisiana’s energy future. It develops policy, manages data and statistics, and conducts fiscal and risk analyses to guide enforcement priorities, emphasizing protection of good operators, risk-based resource allocation, and solution-oriented compliance. The office oversees communications, public engagement, intergovernmental affairs, and coalition-building, ensuring transparency and alignment with state and federal initiatives. At the same time, OEN manages federal energy grants, supports permitting of renewable assets, and advances grid resilience, microgrids, hydrogen, and other emerging technologies. By embedding energy expertise across C&E, OEN balances traditional oil and gas development with renewable growth, fosters partnerships with universities, industry, and local governments, and builds public awareness of Louisiana’s evolving energy landscape.
The GIS Analyst serves as technical Analyst for geographic mapping services in support of the GIS program within the Department of Conservation and Energy.
Minimum QualificationsTwo years of experience in using geographic information systems (GIS), using digital mapping and/or surveying technology, or in aerial photography; OR
Twelve semester hours in a computer science, GIS, or geospatial field plus one year of experience in using geographic information systems, using digital mapping and/or surveying technology, or in aerial photography; OR
A bachelor’s degree with twelve semester hours in a computer science, GIS, or geospatial field.

Job Duties and Other InformationJob Duties:
This position performs advanced-level GIS work and is primarily responsible for creating and implementing techniques for GIS problem analysis and resolution; creating and revising data entry formats for all GIS databases; and conducting detailed quality assurance and control analyses of spatial datasets. Duties and responsibilities include, but are not limited to the following:
- Receives/processes GIS data submitted by stakeholders
- Downloads GIS data from industry and governmental websites
- Creates and implements techniques for GIS problem analysis and resolution
- Creates and revises data entry formats, as needed, for all GIS databases
- Devises and implements procedures for GIS data format conversions
- Creates and maintains metadata associated with various GIS datasets as needed
- Supports a designated C&E office with technical, regulatory, and administrative matters pertaining to GIS data capture, analysis, presentations, and work products
- Supports other C&E offices with requests related to GIS data, maps, imagery, or other work products as assigned by the GIS Manager
- Reviews, analyzes, and generates maps, location plats, and other GIS imagery
- Attends workshops, seminars, and training to develop and maintain familiarity with GIS software and standards
- Assists GIS Manager with development and maintenance of SOPs, internal and external policies, reports, and forms related to GIS Section duties. Reviews drafts of SOPs, internal and external guidance policies, reports, and forms prepared by GIS Analysts
- Performs other related duties as assigned by the manager

Compensation: The salary offered will be determined based on qualifications and experience.
Location: This position is located within the Office of Energy in Baton Rouge, LA.
