GIS Analyst / Systems Support Specialist

This position is responsible for the development, maintenance, and support of the Geographic Information Systems (GIS) used in 911 operations. The GIS Analyst / System Support Specialist ensures accuracy, integrity, and timely updating of spatial data that is critical to emergency response.
In addition to core GIS responsibilities, this position assists with provisioning, configuration, and support of 911 systems, including but not limited to, Computer-Aided Dispatch (CAD), Records Management Systems (RMS), and other mission-critical applications. The role requires coordination with public safety personnel, IT staff, vendors, and external agencies to ensure reliable systems performance and geographic data accuracy.
This position provides on-call technical support for dispatch operations and offers backup support to the Network Systems Administrator as needed.
Essential Job Functions
· Create, administer, maintain and update GIS datasets in REDA to ensure accurate up-to-date information.
· Perform spatial data analysis and mapping to support emergency response planning and operations.
· Maintain datasets including address points, street centerline, jurisdictional boundary, and Emergency Service Zone (ESZ) datasets in compliance with state and national standards.
· Coordinate GIS data sharing and integration with local municipalities, utilities, and state agencies.
· Ensure REDA GIS data meet or exceed all local, state, and federal standards related to mapping and addressing.
· Provision and maintain data and configurations within CAD, RMS, and 911 call-taking systems.
· Assist with the testing, deploying, and implementation of software upgrades, patches, and new technologies.
· Troubleshoot and resolve issues related to geolocation, call routing, and system integration and CAD performance.
· Contribute to REDA’s NG911 (Next Generation 911) data readiness and compliance efforts.
· Provide GIS and systems support during major incidents or planned events.
· Train and support users on GIS tools, CAD/RMS interfaces, and other applications.
· Document system configurations, updates, and procedures.
· Provide help desk support to end users as needed.
· Assist agencies with deploying mobile software that connects back to REDA infrastructure.
· Provides reports and analysis to the REDA Executive Director and Board upon request.
· Attend relevant training as permitted.
· Participate in on-call support rotation.
· Work outside normal hours, including holidays, nights, and weekends, may be required.
· Perform other duties as assigned or required.

Minimum Qualifications
· Must be 18 years of age at time of hire
· High School Diploma or GED Certificate
· Successfully pass a criminal and employment background check
· Eligibility to work in the US
· Must possess a valid driver’s license
· Must successfully pass a pre-employment drug screen
· Must have NO marijuana use within the last year
· Must have NO other illegal drug use in the last three years
· Associate’s degree in Geography, Geographic Information Systems, Information Technology, or a related field preferred.
· Two (2) years of experience in computer networks, hardware, software, and data communications required. Experience with GIS in a public safety, government, or utility setting preferred.
· Experience with CAD and/or RMS systems is strongly preferred.
· Must have strong organizational skills
· Must be knowledgeable of proper grammar and basic office procedures (letters, forms, memos and reports).
· Must be detail oriented
· Must be able to handle stressful situations while maintaining a positive attitude
· Must be able to recognize, work with and maintain confidential information

Knowledge of:
· GIS concepts, principles, and practices.
· Esri ArcGIS software suite (ArcGIS Pro, ArcMap, ArcGIS Online, etc.)
· Spatial data standards (NENA, FGDC) and NG911 requirements
· Addressing systems, GPS data, and geospatial data management
· Public safety operations and terminology
· Knowledge of enhanced wireline technology, wireless technology, and technology industry trends as it relates to 9-1-1 processing of calls
· Knowledge of communications systems, i.e. telephone, radio, CAD (including systems architecture and integration), RMS, MDT (mobile data terminals), and paging
· Knowledge of state and city codes

Work Environment (Essential Functions)
· Work is performed in an indoor, open-space environment and stationary setting. Incumbents work with and are surrounded by computerized control panels that require detailed dexterity. Most of the time is spent in a seated position; however, there is freedom to stand and move in a limited area.
