EXAMPLES OF ESSENTIAL DUTIES
- Data Collection and Analysis: Gather demographic data from various sources, such as census reports, surveys, subscription-based resources, and market research studies. Analyze and interpret this data to identify trends, patterns, and insights relevant to our department's and the county's objectives.
- Mapping and Visualization: Create high-quality maps and visualizations using GIS software.
Geographic Analysis: Perform geographic analysis using demographic data to identify regional and county trends, opportunities, and potential market expansion areas. - Data Visualization: Create visually engaging and informative charts, graphs, and maps to communicate demographic findings to department and stakeholders.
- Data Privacy and Compliance: Ensure compliance with data privacy regulations and ethical practices when handling demographic data.
- Web GIS and Web Development: Experience in developing and maintaining web-based GIS applications and proficiency in web development languages like HTML, CSS, JavaScript, and APIs (e.g., ArcGIS API for JavaScript).
- Data Integration: Integrate GIS data and shapefiles with other information systems, collaborating with IT teams for seamless data exchange (e.g., RivCoSites.com).
- Quality Assurance: Conduct data quality checks to identify errors, inconsistencies, and gaps in datasets.
- Collaborative Projects: Collaborate with internal teams and external partners to provide GIS and demographic support.
- Research and Innovation: Stay up-to-date with the latest trends, tools, and technologies, recommending innovative solutions to enhance GIS capabilities and demographic data.
- Training and Support: Provide training and support to end-users in GIS applications and tools.
The GIS Analyst position will be assigned to the Economic Development division within the Office of Economic Development Department.
- IS Software Proficiency: Experience working with GIS software, such as ArcGIS or other industry-standard GIS tools.
- Data Analysis: Strong experience in data analysis, including statistical analysis, data modeling, and data visualization.
- Demographic Research: In-depth knowledge of demographic research methodologies, survey design, and data collection techniques.
- Data Management: Knowledge of data management principles, including data acquisition, data cleaning, data integration, and data quality assurance.
- Web GIS and Web Development: Experience in developing and maintaining web-based GIS applications and proficiency in web development languages like HTML, CSS, JavaScript, and APIs (e.g., ArcGIS API for JavaScript).
- Data Analysis and Statistics: Familiarity with statistical analysis and data modeling for spatial data, including spatial statistics and regression analysis.
- Effective Communication: Excellent communication skills, both verbal and written, to convey technical information to both technical and non-technical stakeholders.
- Team Collaboration: Ability to work collaboratively in a team environment, collaborating with cross-functional teams and providing GIS support to colleagues.
- Industry Knowledge: Awareness of GIS trends, best practices, and emerging technologies in the geospatial industry.
MINIMUM QUALIFICATIONS
OPTION I
Education: None required.
Experience: Four years of sub-professional or professional GIS experience. (Completion of GIS, automated mapping, land surveying, geography, cartography, or computer science related coursework from an accredited college or university may substitute for up to two years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of experience.)
OPTION II
Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in computer science, geography, cartography, or a closely related field to the assignment.

Experience: One year of sub-professional or professional GIS experience.
ALL OPTIONS
License: A valid California Driver's License is required.
Knowledge of: Geography, geographic information systems, mathematics, including the principles of algebra, geometry, trigonometry, and statistics as applied to GIS related work; automated drafting techniques; map design and cartography; survey principles and methods.
Ability to: Apply techniques and practices involved to complete assigned GIS work and projects; perform mathematical computations; tabulate and analyze data and prepare reports and maps; read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; keep clear and accurate notes; do simple drafting; understand and follow oral and written directions; work cooperatively with others.
