The GIS Analyst role will support the University's mission by collecting, mapping, and verifying spatial data related to campus infrastructure such as water lines, sewer, electrical, steam, and others, as well as any facility features using high-accuracy GPS. This position will perform field verification of existing GIS data and update attributes such as asset type, condition, material, and installation date, support utility locating efforts in collaboration with the utility teams, conduct field inspections to collect data including verifying and updating the location of underground utilities, as well as collecting the installation of new utilities during Capital Projects and renovation projects. This individual will be responsible for incorporating data collected from field crews into the GIS system to maintain accurate network information and will collaborate with the GIS Coordinator to maintain, update and collect the location of other outdoor and indoor university assets on campus, such as light poles, benches, or building maintenance equipment.
Responsibilities
- Conducting field inspections to collect data including verifying and updating the location of underground utilities, as well as collecting the installation of new utilities during Capital Projects and renovation projects.
- Incorporating data collected from field crews into the GIS system to maintain accurate network information.
- Operate high-precision GPS receivers to ensure accurate spatial data.
- Post-process or upload collected data to GIS databases.
- Creating and updating GIS database with accurate information on asset locations, types, attributes, and connectivity.
- Ground-truth existing GIS data to verify location, condition, and attributes.
- Conduct field checks to support planning or project requests.
- Collaborate with other Facilities Services staff, project managers, and planners to ensure GIS supports operational needs.
- Validate and maintain spatial data within the University’s GIS system; update asset attributes, attach field photos, and ensure metadata integrity.
- Support utility locating, safe dig practices, and capital project documentation in coordination with construction and trades teams.
- Work with construction and design teams to map temporary or permanent changes.
- Document utility tie-ins, shut-offs, or as-built locations during or after construction.
- Capture real-time data during building renovations, demolitions, or utility reroutes.
- Assisting operations teams during outages by quickly identifying affected areas and isolating issues using network analysis tools.
- Collaborate with departments to support mapping needs for planning, compliance, accessibility, and emergency management.
- Maintain field data collection equipment, software, and records; ensure batteries, firmware, and tools are ready for daily use.
- Assist other GIS analysts and Facilities IT with special projects, reporting, or mapping products.
- Provide GIS-related technical guidance and assistance to project teams.
- Implement new GIS applications as technology changes.
Qualifications
Required Qualifications
- Education: Bachelor's degree in Geography, Cartography, Computer Sciences, Information Technology
- Experience: Two (2) years of professional experience with GIS and field data collection, including use of GPS/GNSS equipment.
- Knowledge, Skills, Abilities:
- GIS knowledge and proficiency with Esri ArcGIS product suite: ArcGIS Pro, ArcGISServer/Enterprise; Web GIS system (ArcGIS Portal/Online) and GIS database maintenance and administration; standard and advanced spatial analysis tasks and geoprocessing tools.
- Experience deploying field ArcGIS applications such as Field Maps and Survey123.
- Experience with the use of GPS/GNSS equipment
- Operating Unmanned Aerial System (UAS) hardware and software to produce 2D and 3D geospatial data products
- Excellent computer skills and the ability to learn new software and computer systems.
- Ability to collect, analyze, manage data, and ensure proper QA/QC protocols.
- Ability to work independently and safely in outdoor field conditions across campus terrain.
- Regular walking and standing for extended periods, often outdoors in varying weather conditions.
- Skilled at working across multiple organizational levels.
- Excellent organization and creative problem-solving skills.
- Ability to prioritize workload, and work independently with minimum supervision, and take initiative.
- Strong oral and written communication skills.
- Analytical and critical thinking skills.
- Ability to work within groups and multi-task effectively

UT Facilities Services is responsible for the care and keeping of more than 300 facilities and utilities systems in and around Knoxville.
