WORK SCHEDULE:    MONDAY-FRIDAY, 8:00 a.m.-5:00 p.m.




SUMMARY: Under limited direction, oversees all aspects of a Citywide Geographic Information System (GIS), and performs professional work related to the development and implementation of systems, databases, and scripts to maintain, display, and upgrade the City’s enterprise GIS. This position is responsible for GIS data administration, management, and quality control; GIS application maintenance and development, and performing administrative, professional, and technical work throughout the organization.

  • Develops, implements, and manages GIS data and the organizational structure/database environment. Analyzes and interprets spatial data used in the production of maps, reports, and other products.
  • Builds and configures GIS applications for the City’s ESRI-based GIS. Utilizes web and desktop application development tools and skills to develop and deploy GIS applications.
  • Administers ArcGIS Server and ArcGIS Online, creating, publishing, maintaining, updating, and managing geospatial data with ArcGIS Online. Provides guidance to authorized GIS users when updating and modifying data.
  • Provides ongoing GIS technical support and training as needed. Assists GIS users and other interested parties with technical questions and retrieving GIS information. Explains GIS-related technical issues and concepts to non-technical staff.
  • Develops applications, dashboards, and documentation relevant to organizational data-driven decision
  • Researches and understands emerging GIS technologies and their application to improve City services. Keeps abreast of GIS and related technological developments and current issues through continued education and professional growth. Attends and presents at conferences, workshops, and seminars, as appropriate.
  • Regularly meets with City department managers and executive leadership to understand organizational needs and business processes. Develops effective solutions using geographic data, tools, and applications. Assesses organizational spatial needs and recommends viable solutions.
  • Coordinates GIS activities between the City and external stakeholders. Coordinates GIS data sharing agreements with regional entities. Retrieves, processes, and analyzes archival spatial data.
  • Troubleshoots issues related to GIS data and applications with minimal guidance. Supports existing web and desktop GIS applications throughout the organization. Translates GIS data into useable information.
  • Designs and maintains GIS databases, data schemas, and detailed metadata. Reviews and evaluates internal and external GIS data for accuracy and consistency. Creates new GIS data when needed. Utilizes GPS hardware and software for field data collection.
  • Develops models, scripts, and workflows for GIS operations, data creation, and the automation of routine manual tasks.
  • Coordinates the development and expansion of the City’s enterprise GIS resources, including ArcGIS Server. Promotes the integration of GIS with other organization-wide software applications, where possible.
  • Administers and advances the City’s web-based mapping and application portal, ensuring proper access to spatial data resources. Develops and configures hosted feature services, web maps, web applications, and mobile applications for accessing and updating GIS data.
  • Installs, updates, and maintains GIS software, hardware, and related supplies. Evaluates the feasibility of new software and hardware for GIS operations.
  • Creates complex maps, reports, and data requests in support of internal and external operations, including as reference materials for City Council and other committees.
  • Works as a consulting member of departmental staff teams assisting with special studies and projects where mapping expertise is needed, including projects as requested by the City Manager and/or department directors.
  • Acts as the City’s primary technical GIS resource for activations of the Emergency Operations Center.


  • Serves as license administrator for specific IT software applications and resources.
  • Assists in the development of IT Department budget, including coordinating contracts and license agreements with software and services vendors.
  • Aids in the supervision of IT Department interns, functioning in the lead role as mentor for all GIS interns.
  • Participates in staff committees, as needed, or requested.
  • Performs other duties and functions as assigned.


Minimum Education and Experience: 

Bachelor’s degree in Geographic Information Systems, Geography, Computer Science, Information Systems, or related field from an accredited college or university, supplemented by 3 years of previous GIS experience using an ESRI Enterprise GIS architecture. Equivalent combinations of education, training, and experience may be considered.

Knowledge, Skills, and Abilities: 

  • Knowledge of the ESRI software suite (version 10 and newer), including ArcGIS Pro, ArcGIS Desktop,
  • ArcGIS Online, and Web Application Builder.
  • Knowledge of the modern principles, practices, and procedures of GIS.
  • Knowledge of geographic principles, cartography, GPS, geoprocessing, and GIS theory.
  • Knowledge of coordinate systems and data projections.
  • Knowledge of the policies, procedures, and goals of the City and its departments and divisions.
  • Knowledge of GIS principles, methods, and applications.
  • Knowledge of GIS data types including geodatabases, shapefiles, coverages, raster’s, imagery, etc.
  • Knowledge of relational databases, particularly related to GIS applications.
  • Knowledge and skill in designing and maintaining GIS data layers and associated databases.
  • Skill in the use of standard office equipment, computer equipment and software including word processing, database management, spreadsheet applications, and electronic mail.
  • Skill in the Esri software suite including ArcGIS Server, ArcGIS Pro, ArcGIS Online and Field Maps.
  • Skill in GPS and field data collection, and knowledge of GPS principles and theory.
  • Skill in planning, organizing, and managing multiple and competing tasks.
  • Skill in troubleshooting and resolving simple to complex problems.
  • Skill in coordinating the installation of new equipment.
  • Skill in determining and implementing necessary corrective equipment maintenance.
  • Skill in analyzing problems, identifying solutions, and implementing recommendations in support of goals.
  • Skill in the safe and lawful operation of a motor vehicle.
  • Ability to conduct field work and research necessary to develop and check data sources used in creating maps and graphic displays of information.
  • Ability to perform duties independently or with minimal supervision.
  • Ability to read and understand survey drawings and design plans, and ability to translate data sources into usable information.
  • Ability to analyze, troubleshoot, and prioritize customer support requests, and manage multiple tasks simultaneously.
  • Ability to communicate effectively with technical and non-technical staff.
  • Ability to research, identify, and access sources of data for use in GIS applications.
  • Ability to listen and communicate effectively, both verbally and in writing, with various audiences.
  • Ability to establish and maintain effective working relationships with employees, developers, contractors, other agencies, and the general public.

Licensing/Certification Requirements:
Colorado Driver’s License

Physical and Mental Requirements: 

While performing the duties of this job, the employee is required to sit for prolonged periods, exercise visual concentration for extended periods of time, focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions., The employee is regularly required to demonstrate manual dexterity, talk, hear and see. The employee is occasionally required to walk, stand, and perform lifting, carrying, pushing, or pulling up to 20 pounds.

Work Environment: 

The majority of this work is performed in an office environment. Work tasks performed under field conditions may involve walking over rough terrain, and visually checking land uses and property characteristics.
