Performs difficult skilled technical work managing the planning, design and administration of the Recreation and Parks Department's special data, providing a wide range of geographic-based services and expertise, responding to direct requests for GIS products and services, which involves data acquisition, evaluation and assimilation, and the use of complex cartographic techniques for data analysis and display, and related work as apparent or assigned. Work is performed under the limited supervision of the Recreation and Parks Director.
Examples of Duties
- Utilizes RouteSmart for ArcGIS to complete all routing projects requested by the department.
- Analyzes spatial and attribute data and displays the data through the use of maps, reports, charts and tables using plotters and printers.
- Administers and maintains all Recreation and Parks spatial databases.
- Runs reports and creates maps for citizen outreach, education, and for reporting to City Council.
- Attends meetings with the GIS Technical Advisory Group.
- Serves as web liaison and Information Systems liaison on behalf of the department.
Typical Qualifications
Education and Experience: Bachelor's degree with coursework in Geographic Information Science, geography, information systems technologies, urban planning, engineering, or related field and moderate experience working with GIS, public works or recreation and information technology, or equivalent combination of education and experience.
Knowledge, Skills and Abilities: Thorough and working knowledge of ESRI (Environmental Systems Research Institute) software and program extensions; relational databases and GPS hard/software, thorough knowledge of modern engineering methods and techniques; proficient in ArcGIS, database management (Access, Excel, SQL, Crystal Reports), proficient in Word, Excel, PowerPoint and Publisher knowledge of Microsoft Office Suite and position specific software; thorough knowledge of the tools, equipment, materials, methods and practices of location intelligence; ability to analyze data, create spreadsheets, perform calculations; thorough knowledge of related state statutes and local ordinances as well as excellent communication, organizational and presentation skills; ability to establish and maintain effective working relationships with supervisors, peers, contractors, and members of the public.
Physical Requirements: This work is sedentary and requires little to no exertion of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work frequently requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
