Geospatial Technical Principal

GENERAL DESCRIPTION: 

This person will perform most of the day-to-day GIS tasks, including data creation, cartographic output, analysis, data submissions, and other activities. The Wyoming Military Department seeks a GIS Specialist based out of Cheyenne, WY. The position applies the use of GIS and related geospatial technologies within an enterprise GIS program to support the Military Department with a focus on Camp Guernsey.    This position will oversee Army mapping, georeferenced applications, policy enforcement, adherence to national standards, storage, and access to online GIS applications to support the CFMO and Training Site Command's vision, mission, and goals. The GIS manager may certify that the work is being done accurately and professionally, but the specialist should be able to work independently.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Creation, updating, and data conversion of GIS feature classes in the SDSFIE data standard format as per National Guard Bureau guidance to meet common installation picture, environmental data, and sustainable range program requirements, with a primary focus on Camp Guernsey.
  • Maintain geodatabase(s) or other geospatial data in compliance with DOD and other spatial data standards.
  • Perform analysis as required.
  • Maintain FGDC-compliant metadata.
  • Respond to requests for specific GIS data.
  • Execute life cycle management of geospatial data.
  • Manage map projects in conjunction with department policy.
  • Create spatial data layers, including GPS, digitizing, scanning, and downloading, of real property and environmental assets. Travel will be required for site visits.
  • Assist GIS Manager (CTMG10) with a server application, administering web material, and customizing geospatial applications to meet Construction and Facilities
  • Management Office (CFMO) and training site requirements. 
  • Assist and participate in GIS working group; coordinate other federal agencies, state interagency, and intra-agency members as it relates to the Wyoming Military
  • Department and Camp Guernsey requirements. 
  • Provide customer service by producing accurate, professional cartographic output and data submissions as requested.
  • Develop and maintain extensive knowledge of geospatial and related technologies.

Qualifications

PREFERENCES: 

  • Experience with ArcGIS Pro, Arc GIS Online, ArcGIS Enterprise, Survey 123, and Field Maps.  

KNOWLEDGE:

  • Experience with ESRI ArcGIS Pro, ArcGIS Online, Field Maps, Survey 123, etc.
  • Develops and maintains extensive knowledge of geospatial and related technologies.
  • Competent in processing geospatial data from various formats into an enterprise GIS.
  • Basic IT skills and knowledge that support enterprise geospatial technologies and end-user workflows.
  • Skills in written and oral communication, including map production.
  • Ability to create, enter, maintain, convert, and analyze data.
  • Ability to manage workflow on simultaneous projects in a centralized geospatial technology program.
  • Ability to translate user needs into viable solutions.
  • Ability to stay on schedule

MINIMUM QUALIFICATIONS

Education:

  • Bachelor's Degree (typically in Geography or GIS) 

Experience:
0-2 years of progressive work experience (typically in Geography or GIS) with acquired knowledge at the level of Geospatial Technology Analyst.
 
OR
 
Education & Experience Substitution:

  • 3-5 years of progressive work experience (typically in Geography or GIS) with acquired knowledge at the level of a Geospatial Technology Analyst.
     
    Certificates, Licenses, Registrations:
  • None

PHYSICAL WORKING CONDITIONS:

  • This position is mostly sedentary.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Travel up to 25% time required for this position
