Department: City Manager’s Office
Employment Status: Permanent - Full-Time - Non-Exempt
Schedule: Monday-Thursday, 7:00am to 5:30pm
Compensation: Grade: 3 Starting $18.89/hour
Position Summary
The Geospatial Technician operates under the supervision of the Geospatial Services Manager as part of the Geospatial Services Division of the City Manager’s Office. This position is responsible for supporting the collection and dissemination of geospatial data to assist in various projects and initiatives at the City. The Technician will assist the Manager in maintenance and creation of geospatial datasets of various types and extents, general map creation, and quality control of products built by the Division.
Ideal candidates will be expected to:
- Work simultaneously on multiple projects and requests.
- Become familiar with, and utilize, knowledge gathering practices as requests are received.
- Work independently and with divisional staff as needed.
- Follow and contribute to divisional standard operating procedures.
- Develop proficiency in desktop and web GIS applications.
- Participate in staff meetings.
- Perform or assist with field data collection as needed.
Essential Duties - Knowledge - Skills - Abilities
- Collect and maintain geospatial data from various sources, ensuring data accuracy, completeness, and consistency.
- Perform field data collection and validation using various GIS field applications, as needed.
- Create maps and visualizations for reports, presentations, and projects using GIS software and design principles.
- Update and maintain GIS databases and datasets, ensuring they reflect the most current information available.
- Conduct quality control checks on geospatial data to identify and rectify errors or discrepancies.
- Create and update metadata with data sources, methodologies, and processes to ensure data integrity and reproducibility.
- Perform scanning, cataloging, processing, and organizing of paper maps and documents of varying sizes and conditions.
- Other duties as assigned.
- Basic understanding of GIS fundamentals and concepts.
- Familiarity with spatial (e.g., shapefiles, geodatabases) and non-spatial data formats.
- Knowledge of different projection and coordinate systems.
- Knowledge of data collection techniques, including GPS and remote sensing.
- Basic cartographic knowledge, including map design and symbology.
- Awareness of geospatial data standards and best practices.
- Proficiency in ESRI’s ArcGIS suite and the ability to quickly learn new software tools.
- Strong data manipulation skills.
- Attention to detail and accuracy in data handling and analysis.
- Strong organizational and problem-solving skills, with the ability to work independently.
- Effective communication skills for collaborating with team members and conveying geospatial information.
- Time management skills to meet project deadlines and prioritize tasks effectively.
Working Conditions & Physical Requirements
- Work is performed in both office and field settings. Indoor work includes long stretches of time sitting in front of a computer in an office setting. Outdoor work is required for the collection of data and is subject to various weather and environmental conditions. While performing the duties of this job, the employee is required to sit, stand, walk, use hands to handle, feel or operate objects, and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel; talk or hear. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Use of Technology & Equipment
- Personal desktop computer with Windows operating system.
- ESRI ArcGIS suite of products, including but not limited to: ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, ArcGIS Field Maps, Survey123 for ArcGIS, and ArcGIS Hub.
- Tablet PC or other mobile device.
- Bluetooth GPS receiver.
- Office telephone.
- Office printer and copier.
- Large format scanner and plotter.
- Motor vehicle, if performing field work.
Contact & Supervision
- Technician is supervised by, and reports to, the Geospatial Services Manager.
- Technician may have occasional contact with the general public, City officials, and other agencies.

MINIMUM REQUIREMENTS
Education:
- An Associate’s degree from an accredited college or university in geography, GIS, cartography, planning, or closely related field.
- Completed coursework in GIS fundamentals and concepts.
Certification/License:
- Valid West Virginia driver’s license or the ability to obtain one within thirty days.
Experience:
- One year of professional experience in GIS.
- Experience working with data of spatial and non-spatial types.
- Experience with ESRI’s ArcGIS Online and ArcGIS Pro software.
- Experience with Microsoft Office products.
- Experience with field data collection.
PREFERRED QUALIFICATIONS
- A Bachelor’s degree from an accredited college or university in Geography, Cartography, GIS, Planning, or closely related field may be substituted for one (1) year of the acceptable experience.
- Experience with GIS databases, including manipulating their schema and data.
- Experience with ESRI’s ArcGIS Enterprise.
- Experience with ESRI applications such as Survey123, Dashboards, Field Maps, Instant Apps, and Experience Builder.
- Experience with Adobe Acrobat and Photoshop.
- Experience with preparation, handling, and scanning documents and maps of varying sizes and conditions.
- Understanding of cartographic principles and map design.
- Excellent communication and teamwork abilities.
- Willingness to learn and adapt to emerging geospatial technologies.
- Experience with GIS in a local government organization.
