Job Description

The Oklahoma Water Resources Board is a state agency responsible for overseeing the complex mission of managing, monitoring, planning for, and financing the state's water resources and infrastructure towards reliable future supplies that support strong communities, commerce, and the environment. The agency is seeking a full-time Geospatial Information Specialist to join our Information Services team in delivering exceptional technical products, services, and expertise to the agency and to Oklahomans.

 

Position: Geospatial Information Specialist

Division: Administrative Services

Section: Information Services

Location of Work: 3800 Classen Boulevard; Oklahoma City, OK  73118

Trial Period: 12 months in accordance with (OAC) 260:130-19-30

Travel: Occasional travel to conferences and training events.

Position Summary:

 

The Geospatial Information Specialist develops and maintains public‑facing geospatial products and Open Data resources that support the agency’s mission. The role ensures GIS datasets are accurate, accessible, and effectively presented through web maps, dashboards, applications, and downloadable data services. The specialist advances transparency and data‑driven decision‑making related to Oklahoma’s water resources and infrastructure, and contributes to agency communications by producing clear, visually compelling handouts and publications. Strong writing, design, and data‑curation skills are essential.

 

Typical Job Functions

 

  • Design, develop, and maintain intuitive ArcGIS Online maps and products that meet agency branding and accessibility standards.

  • Design, develop, and maintain the OWRB’s Open Data site to ensure the public can easily discover, understand, and use the agency’s authoritative data.

  • Apply graphic design principles to produce visually engaging maps, infographics, fact sheets, handouts, and other materials as needed for both physical and digital media.

  • Write clear, concise, and accessible content for map products, web pages, fact sheets, legislative handouts, and other publications.

  • Collaborate with program staff to ensure accurate translation of complex data into effective geospatial products and narratives for non-technical audiences.

  • Monitor product performance, evaluate emerging technologies, and recommend improvements to the agency's GIS ecosystem.

  • Respond to public inquiries related to the agency’s GIS data and products.

  • Perform other duties as assigned.

 

Knowledge, Skills, Abilities, and Competencies:

 

Knowledge & Technical Skills

Candidates should have a solid foundation in spatial data principles, cartography, and data management. Experience using ArcPro and ArcGIS Online tools including Dashboards, Experience Builder, StoryMaps, and Open Data is required. Familiarity with metadata standards and ArcGIS Enterprise is desirable.

 

Design & Communication

Strong visual design skills are critical, including knowledge of layout, typography, color theory, and visual hierarchy. Candidates should be able to design intuitive, accessible geospatial products and translate technical information into clear, engaging content for public audiences. Graphic design experience is preferred. Proficiency with Microsoft Office is expected.

 

Professional Skills

Successful candidates will demonstrate strong written and verbal communication skills and the ability to build effective working relationships with colleagues, project managers, and external partners. Candidates should be comfortable identifying opportunities for improvement, implementing creative solutions, and adapting to evolving technologies and agency needs.

 

Education and Experience:

 

Level I

Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in physical, natural, or biological science, chemistry, geology, hydrology, physical geograhy, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological, or chemical engineering.

 

Level II

Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering plus one (1) year of professional experience in one of the areas listed; or a master’s degree in a qualifying area
